چكيده : مديريت ادعا از جمله مهمترين مباحث و چالش هاي پروژه ها در دنياست كه بسياري از ذينفعان پروژه ها، آن را از مخرب ترين اتفاقات در صنعت ساخت مي دانند. امروزه دعاوي به بخشي تفكيك ناپذير از پروژه ها و مديريت آنها تبديل شده اند. از آنجا كه ادعاها مي توانند تاثيرات منفي بسيار شديدي بر روند اجراي پروژه داشته باشند و حتي توجيه پذيري آن را زير سوال برند، لزوم مديريت اين دعاوي كاملاً محسوس مي باشد. اين تحقيق با هدف شناسايي و سطح بندي مهم ترين علل ايجاد ادعا در پروژه هاي عمراني كشور با استفاده از رويكرد مدلسازي ساختاري تفسيري انجام گرفته است كه از نظر هدف، كاربردي و از نظر گردآوري داده ها، توصيفي از نوع پيمايشي است. در همين راستا در اين تحقيق با استفاده از مطالعات كتابخانه اي و مصاحبه با خبرگان داده هاي مورد نياز جمع آوري گرديد كه نتيجه آن يافتن 150 مورد علت ايجاد ادعا در پروژه هاي عمراني است كه بعد از تحليل آنها و حذف و تجميع موارد مشابه ، تعداد 34 علت ايجاد ادعا به دست آمده است كه به وسيله پرسشنامه اي شامل احتمال وقوع و شدت تاثير در ايجاد ادعا، ميان خبرگان توزيع گرديد و در نتيجه مهمترين علل ايجاد ادعا در پروژه هاي عمراني شامل 10 علت مشخص شده است. سپس با استفاده از رويكرد مدلسازي ساختاري تفسيري، مدل روابط ميان علل ايجاد ادعا در پروژه هاي عمراني مشخص شده است. در ادامه نيز راهكارهايي جهت پيشگيري و مديريت ادعاها بر اساس مدل به دست آمده ارائه گرديد. نتايج تحقيق نشان مي دهد كه در ميان كليه علل ايجاد ادعا در پروژه هاي عمراني، علت هاي " انتخاب پيمانكار بر مبناي قيمت پايين تر و بدون در نظر گرفتن صلاحيت و توانايي فني"، " قيمت پايين قرارداد به دليل رقابت بالا"، "ابهام و تناقض در اسناد يا مفاد قرارداد"،" تغييرات شديد و غير منتظره در نرخ ارز و بهره بانكي"، از بالاترين قدرت نفوذ و اثرگذاري بر ديگر علل برخوردارند و همچنين داراي كمترين وابستگي مي باشند. واژگان كليدي: مديريت ادعا - پروژه هاي عمراني- علل ايجاد ادعا - مدلسازي ساختاري تفسيري

Abstract: Claim management is one of the important project’s discussions an​d challenges in the world. Many of project’s stakeholders belive it’s a destroyer event in construction industry. Todays, claims are inseparable part of projects an​d its management. Whereas claims could cause heavy negatively effects on the project’s implementation process an​d they could impress its justifiable, so need to claim management is the appreciable completely. This research’s gold is identification an​d grade the importance causes of claims in construction projects in Iran by interpretive structural modeling.This research is a applied research whith insist on the goal an​d it’s adescriptive –survey research with insist on collection . In this regard, in this research, research data are gathered by literature review study an​d interview with experts whereupon 150 causes of claim were found. After that they were analize an​d their similar causes were mergered o​r were removed 34 causes of claim remained. Then these causes by questionnaire in cluding frequency an​d intensity of impact were distributed among experts. As the most important causes of claim in construction projects are determined that they are contained 10 causes.Then relation model between causes of claim in construction projects is specified by Interpretive structural modeling. After that suggestions for prevention an​d claim management on base detected model was presented. Research results show that between causes of claim in construction project , these causes: selecting contractor on base low price without notice to qualification an​d technical ability, ambiguities in contract documents an​d clauses, unexpected change in exchange an​d interest an​d low price of contract due to high competition, have a maximum degree in driver power an​d impressment upon other causes, also these causes have a minimum degree in dependence.
