Abstract
Lands are the most precious element in Urbanism, so maintaining and protecting this important element, and also, determining it`s usage, will cause an evolution throughout the growth and development of cities. Recently, smart growth tried to reinforce the local communities, so that individuals turn to the towns.
Smart growth, obeys a 10 ruled principle, which in numbers of them, pays a particular attention to the land use. And it`s focus is on controlling and guiding this growth, toward the available neighborhoods, and in every community, based on their own features, the principles of smart growth will be determine.
Urban indicators of smart growth mainly pays attention to variety of land uses, it`s access ways, and environmental issues, toward the population densities. So that, the capitation of usages, and portion of each usage, relates to the area of that place. And if density of buildings are more than it`s mixed and general usage, it shows that this area is more smart than the other part of neighborhoods. In fact, these mixed use, and convenient access in the area, with the purpose of resolving the needs of citizens of different neighbors on that area, causes decrease in a town`s traffics. On the other side, smart growth pays attention to all social, physical, and access indicators to attain an urban sustainable development. We should idolize smart growth to achieve a regular town.
This will, not only causes an environmental protection, but prevent unnecessary spread of towns and it will cause a decrease in heavy traffics in areas and neighbors.
Base on the researches, zone no.4, in Tehran, from the perspective of cross development indicators, is in third grade, and due to the available uses, and the way it growths during the neighbors, Hakimieh, is more close to the subject.
In this research, based on documents, we started to study theoretical basics, and with the help of descriptive- analytical ways, and visual researches, we did some quantitative and qualitative descriptions for the target indicators.
We tried to smooth the way for this research and future researches, with the help of an android software, that been designed by researcher, with the purpose of measuring citizenship`s information And the realization of indicators compactions and mixed uses such as teleworking and utilizes of new technologies and cyberspace.
Base on the ways achieved by this research, and analyses, and quantitative and qualitative models, it evaluated 5 selected criteria, and it was found that the indicators of: variety of species of structures, compactions, mixed uses, environmental protection, and variety of transportation, are more close to the smart growth`s principles. So that, offers based on each criteria is presented on SWOT table, from the perspective of smart growth, in Hakimieh.
To attain such sustainability, there is a need to design and to plan the lands usages, based on passengers access, and also to add more available services in whole city.
Optimize brown fields, growth in the density of structures in the countries, allotment for sidewalks and cycling, reasonable ordering of different uses, are the basic strategies, to achieve the smart growth patterns in Hakimieh neighborhood.
