توسعه پايدار با مجموعه‌اي از شاخص‌هاي اجتماعي و اقتصادي سنجيده مي‌شود كه يكي از مهم‌ترين آن¬ شاخص‌ها مربوط به وضعيت غذا و تغذيه جامعه است. در كليه‌ي تعريف‌هاي توسعه‌ي پايدار، امنيت غذايي يكي از ابعاد عمده آن را تشكيل مي‌دهد. امنيت غذايي از يك‌سو شاخصي كلي براي سنجش توسعه پايدار بوده و از سوي ديگر براي سنجش آن از داده‌ها و شاخص‌هاي مختلفي در زمينه فقر، تغذيه، اشتغال، توليد كشاورزي و مواد غذايي، درآمد، خود اتكايي، مصرف و تجارت خارجي استفاده مي‌شودامنيت غذايي در اسناد بالا دستي نيز، نظير سياست¬هاي ابلاغي اقتصاد مقاومتي ، برنامه پنجم توسعه كشور، سند چشم انداز 1404 مورد تاكيد قرار گرفته است. بديهي است كه توجه به اين موضوع يكي از اركان افزايش قدرت دفاعي و تفكر استراتژيك در جمهوري اسلامي است. در راستاي تحقق تامين امنيت غذايي، تدوين سبد سرمايه گذاري بهينه امنيت غذايي به منظور شناسايي كالاهاي راهبردي و انتخاب حوزه¬هاي سرمايه¬گذاري مطلوب و تخصيص بهينه منابع مالي از جايگاه ويژه¬اي برخوردار است. از اين رو در اين پايان¬نامه به منظور تعريف سبد بهينه سرمايه¬گذاري امنيت غذايي، ابتدا از روش دلفي براي شناسايي و طبقه بندي كالاهاي استراتژيك بر اساس رويكرد‏هاي سه‏گانه امنيت غذايي، مزيت رقابتي و نياز صنايع استفاده شده است. سپس با بكارگيري روش امتيازدهي ماتريس توانمندي- جذابيت، كالاهاي منتخب از ميان كالاهاي استراتژيك انتخاب خواهند شد. در نهايت با استفاده از روش فرآيند تحليل سلسله مراتبي (AHP) به عنوان يكي از روش¬هاي تصميم¬گيري با معيارهاي چندگانه (MCDM)، به تعيين درصد سرمايه‏گذاري در هريك از حوزه¬هاي منتخب و تخصيص بهينه منابع مالي پرداخته خواهد شد. به منظور اعتبار سنجي، مساله با يكي ديگر از روش¬هاي تصميم‏گيري با معيارهاي چندگانه به نام روش وزن‏دهي تجمعي ساده (SAW) نيز حل خواهدشد. نتايج به دست آمده حاكي از آن است كه روشِ حل، از اعتبار بالايي برخوردار است.

Sustainable Development is measured by a set of social an​d economic indicators which the most important of them are related to food an​d nutrition situation of the community. In all definitions of sustainable development, Food security is one of its major dimensions. Food security on the one hand is the overall index to measure sustainable development an​d the other for measurement data an​d various indicators on poverty, nutrition, employment, agriculture an​d food production, income, self-reliance, consumption an​d foreign trade are used. food security is have also been emphasized in upstream documents such as policies issued in the resistive economy, Fifth Development Plan an​d Vision 1404. it is clear that attention to this issue is one of the pillars of defense an​d strategic thinking in the Islamic republic. to achieve food security, developing an optimal portfolio of food security in order to identify the strategic goods an​d Select areas of favorable investment an​d the efficient allocation of financial resources is a special place. Therefore, in this thesis in order to define an optimal investment portfolio of food security, at first with using the Delphi method to identify an​d classify strategic goods based on three approaches of food security, competitive advantage an​d industries requirements an​d then using matrix of power-interest method, based on food security approach, we choose the selected goods from the strategic commodity .finally with Analytical Hierarchy Process as a technique of Multiple Criteria Decision Making , we will determine the invested percentage in each of the food security selected areas an​d the optimal allocation of financial resources.In order to validate the solution method, we will solve the problem another with multiple criteria decision-making methods is called simple cumulative weighting (SAW). The results show that the solution method has high validity.
