چكيده از منظر اقتصادي، تامين كامل نيازهاي كالايي يك كشور از داخل مرزها، نه ممكن ونه منطقي است، بنابراين نياز به واردات و نيز صادرات، جزء لاينفك سيستم اقتصادي هر كشوري است. افزايش روزمره تبادلات كالايي در سطح بين¬الملل كه حاكي از افزايش تقاضا است، مرزهاي كشورها را درنورديده، تنوع طلبي ومصرف گرايي روزافزون؛ توليد، صادرات و واردات را در سطح جهان دستخوش تغييرات عمده¬اي نموده است. واردات وصادرات مي¬تواند بصورت قانوني و از مبادي رسمي و يا بنا به دلايلي از مسيرهاي غيرقانوني و از مبادي رسمي و غير رسمي انجام شود. واردات و صادرات غير رسمي كه از آن با نام¬هاي متفاوتي ياد مي¬شود و معروفترين عنوان مشابه آن قاچاق است، امروزه در زمره بزرگترين معضلات وآسيب¬هاي جدي كشورها قرار دارد. مرزهاي زميني، دريايي و هوايي كشورها هر يك به نوعي در معرض قاچاق قرار دارند و اين پديده شوم بر ابعاد مختلف اقتصادي، اجتماعي، فرهنگي، سياسي ، امنيتي، بهداشتي و زيست محيطي اثر گذاشته است؛ در يك جمله مي¬توان گفت: اين خطر جدي و بزرگ توانسته بر همه حوزه¬ها، آسيب¬هاي جبران ناپذيري را تحميل نمايد. از آنجا كه تفاوت قيمت وسود سرشار و نيز تامين سريع انواع كالاي مجاز وغير مجاز، عمده علل قاچاق مي¬باشد و اين پديده شوم در كشور بنا به علل ديگري و با ارقام رسمي حيرت¬آوري به شدت رواج داشته و اركان اقتصاد را به لرزه درآورده است و نظر به اهميت و ضرورت بررسي آن، به عنوان موضوع پژوهش مد نظر قرار گرفته است. پژوهش حاضر ازنوع توصيفي بوده و با توجه به روش انجام پژوهش به صورت پيمايشي و مطالعه موردي در حوزه آسيب شناسي و در حوزه پيشنهادات روش تحليل مضمون مفاد فرمان بي¬نظير رهبري به تكميل روش با استفاده از ساير فرمايشات رهبري پرداخته خواهد شد. مهمترين هدف و سوالي كه اين پژوهش در حوزه قاچاق كالا در كشور ايران بدنبال پاسخگويي بدان خواهد بود عبارتند از: چرا و به چه دلايلي فرمان بي¬نظير رهبري در مبارزه با قاچاق كالا و ارز عملي نشده است؟ لذا در سرتاسر اين پژوهش سعي برآن است كه به بررسي موضوع و عدم موفقيت يا نقص در اجراي فرمان پرداخته شود و پس از بررسي و تحليل علل و موانع اجراي فرمان به تحليل و ارائه راه كارهاي پيشنهادي براي برطرف شدن موانع و سرعت در اجراي فرمان پرداخته مي¬شود. براي حصول بهترين روايي در اين پژوهش، در مرحله اول سعي شده است تا شاخص¬هاي معتبر از بين تحقيقات انجام گرفته توسط محققان پيشين در اين زمينه انتخاب شوند و سپس با مشورت¬گيري از خبرگان و مديران حوزه مبارزه با قاچاق به انتخاب مهمترين آنها پرداخته شود. همچنين بمنظور پايايي تحقيق از آلفاي كرونباخ استفاده گرديده كه ميزان بالاي حاصله نشان از پايايي قابل قبول آن مي¬باشد. از مهم¬ترين دستاوردهاي اين پژوهش مي¬توان به ارائه پيشنهادات كاربردي براي كاهش حجم قاچاق كالا با استناد به مرور ادبيات صورت گرفته و پژوهش حاضر، توجه دادن بازيگران و ذينفعان حوزه مبارزه به فرمان بي¬نظير رهبر انقلاب و بررسي دقيق¬تر آمارهاي رسمي متتشره از قاچاق كالا اشاره نمود. واژه‌هاي كليدي: قاچاق كالا و ارز، مبارزه، فرمان رهبري، اقتصاد پنهان، گمرك، صادرات و واردات، كالاهاي هدف
