چكيده بنگاه¬ها و نهادهاي دولتي و خصوصي، با ماموريت¬ها و اهداف مختلف تشكيل شده و ادامه حيات مي¬دهند. ارزيابي عملكرد ابزاري به منظور تطبيق سازمان¬ها با ماموريت و اهدافشان است. در اين بين، ارزيابي عملكرد دانشگاه¬ها، بدليل نقش مهمي كه در توسعه دارند، از اهميت بالايي برخوردار است. در اين پژوهش، شناسايي شاخص¬هاي ارزيابي عملكرد دانشكده مهندسي پيشرفت دانشگاه علم و صنعت ايران در راستاي چشم¬انداز آموزش عالي، با استفاده از روش «كارت امتيازي متوازن»؛ و شناسايي روابط ميان شاخص¬هاي بدست آمده، با استفاده از تكنيك «نگاشت¬هاي شناختي فازي» انجام پذيرفته است. مطالعه انجام شده چارچوبي را براي طراحي سيستم ارزيابي عملكرد ارائه مي¬دهد كه اين چارچوب مي¬تواند در سطوح مختلف براي موسسات آموزش عالي مفيد و كارآ باشد. در اين پژوهش از بين 20 هدف مشخص شده در مطالعه موردي پژوهش، تعداد 14 هدف در مرحله اول انتخاب شدند و در ترسيم نقشه استراتژي دانشكده مهندسي پيشرفت بكار رفتند. سپس براي هر يك از اهداف، سنجه¬هاي مختلفي تعريف شد و در چندين مرحله يك مدل اوليه از روابط پيشنهادي بين سنجه¬هاي مختلف ترسيم گشت. در مرحله بعد، با استفاده از تكنيك نقشه شناختي فازي، به تعيين ميزان تاثير سنجه¬ها بر يكديگر و نوع تاثيرشان پرداخته شد و پس از حذف سنجه¬هاي كم اثر، روابط بين سنجه¬هاي مدل تحقيق برقرار شد و پيشران¬هاي با اهميت و عدم قطعيت بالا به منظور بدست آوردن محورهاي برنامه¬ريزي سناريو با حذف عدم قطعيت آنها بدست آمدند. سپس در دو بعد « هيئت علمي مستقل» و «تامين بودجه و زيرساخت¬ها و ايجاد نهادهاي پژوهشي» سناريو سازي صورت گرفت و با استفاده از روش اكتشافي، سناريو منتخب با تحليل نظر خبرگان تحت عنوان «سناريوي4» بدست آمد. در مرحله بعد، راهبردهاي دانشكده در شرايط رخداد سناريو محتمل در راستاي ماموريت دانشكده تدوين شد و سيستم ارزيابي عملكرد منطبق با رخداد سناريو منتخب مورد ارزيابي قرار گرفت. در نهايت نتايج نشان مي¬دهد كه منظر رشد و يادگيري بيشترين اولويت و در بين اهداف تعيين شده، ارتقاي هيئت علمي دانشكده و تامين زيرساخت¬ها و بودجه¬ مورد نياز بيشترين اولويت را داشته¬اند. واژه‌هاي كليدي: ارزيابي عملكرد، كارت امتيازي متوازن، نگاشت¬هاي شناختي فازي، برنامه¬ريزي

Abstract: Firms an​d public an​d private institutions, with different goals an​d missions an​d their survival. Performance eva​luation is a tool to implement the organization's mission an​d goals. In the meantime, eva​luate the performance of universities, because of their important role in the development of high importance. In this study, the identification of indicators to assess the progress of the College of Engineering, University of Science an​d Technology in line with the perspective of higher education, using the "Balanced Scorecard", an​d identify relationships between parameters obtained, using the technique of "fuzzy cognitive maps" do is accepted. The study provides a framework for designing performance appraisal system that this framework can be useful at various levels for higher education institutions an​d effective. In this study Of the 20 targets identified in the study participants, 14 were selected in the first goal an​d were used to map out the development strategy of the School of Engineering. Then, for each of the goals, several measures were defined an​d proposed in several stages, a basic model of the relationships between different measures were drawn. Next, using the technique of fuzzy cognitive map, to determine the impact of the measures an​d their impact on each other was an​d then remove the measure ineffective, the relationship between measures of established research model. The Driving Forces with High Importance an​d high uncertainty in order to obtain scenario planning axis where obtained with eliminating uncertainties. Then, Defining scenarios in two "independent scientific board" an​d "infrastructure an​d budget" dimensions an​d using heuristic method an​d Experts opinion achieved "Academy of progress" as target scenario.Next, the strategies of the contingency scenario was developed in continuance of the mission of colleges an​d performance eva​luation system consistent with the scenario of the event were eva​luated. The results show that the highest priority in terms of growth an​d learning an​d among the targets, improve faculty an​d providing infrastructure an​d funding requirements have the highest priority.
