چكيده بدون ترديد انسان هدف اصلي هر نوع برنامه‌ريزي و تامين سلامت انسان شرط لازم براي توسعه است. كاربري درماني از جمله حياتي‌ترين كاربري‌هاي شهري است كه در ارتباط مستقيم با سلامت انسان‌هاست. ارزيابي نحوه توزيع فضايي بيمارستان‌ها و تشخيص مناطق محروم از اين كاربري‌ها و فراهم كردن رفاه و سلامتي موجب تامين عدالت اجتماعي در شهر مي‌شود. بسياري از شهر‌هاي كشور، به دليل ساختار سنتي خود، داراي توزيع نامتعادل كاربري‌هاي درماني است. هدف از اين تحقيق، برنامه‌ريزي راهبردي استقرار مراكز درماني (بيمارستان) مي‌باشد. اين پژوهش از نوع كاربردي بوده و روش تحقيق، كمّي و كيفي است. تكنيك تحقيق، بر اساس جمع‌آوري، تحليل و ارزيابي است. نحوه گرد‌آوري و تحليل داده‌ها كمّي و كيفي و تحقيقات بر اساس مكان گردآوري، ميداني و غيرميداني و با استفاده از مطالعات كتابخانه‌اي است. راهبرد تحقيق نيز بر اساس مطالعه مطالعه موردي شهر اروميه است. در اين تحقيق بيمارستان‌هاي فعال شهر مورد ارزيابي و تحليل قرار گرفته‌اند. در اين پژوهش سه مرحله اساسي دنبال شد: سنجش وضعيت موجود بيمارستان‌ها، تدوين راهبرد‌ها و اولويت‌بندي راهبردها با استفاده از مدلANP و ارائه سياست‌ها و برنامه‌هاي اجرايي. استقرار بيمارستان‌هاي شهر از نظر ابعاد اجتماعي – اقتصادي، كالبدي، عملكردي و دسترسي و حمل‌و‌نقل مورد ارزيابي قرار گرفت. تحليل‌هاي صورت گرفته نشان داد كه توزيع بيمارستان‌ها در شهر داراي عدم تعادل بسيار مي‌باشد و سرانه بيمارستان در مناطق مختلف شهر متناسب با جمعيت مناطق نمي‌باشدو در برخي مناطق سرانه بيمارستان تامين نشده است. بيشتر از 75 درصد از مساحت شهر در ساعت اوج رفت‌و‌آمد ودر مدت زمان 10 دقيقه به هيچ بيمارستاني دسترسي ندارند. با توجه به تحليل‌هاي صورت گرفته اقداماتي مانند ايجاد بيمارستان جديد در منطقه 2 و 3 شهرداري شهر اروميه ، توسعه بيمارستان‌هاي منطقه مركزي شهر، و يا انتقال بيمارستان‌هايي مانند بيمارستان عارفيان به موقعيت مناسب،توسعه شبكه معابر شهر و... پيشنهاد شد. واژه‌هاي كليدي: برنامه‌ريزي راهبردي، مراكز درماني، چشم‌انداز سازي، محدوده خدمات‌رساني بيمارستان مدل ANP .

Abstract: Undoubtedly the human is the main purpose of every kind of planning an​d human health is the necessary condition for development. The healthcare land use is the most vital city land uses that are in direct relation with human health. Hospitals spatial distribution type eva​luation an​d deprived regions realization from this services an​d providing welfare an​d health leads to social justice in the city. Many of country cities, due to traditional structure, have unbalanced healthcare land uses. The aim of this research is to strategic planning for hospitals an​d healthcare serrvices location. This research is practical in type an​d the research method is quality an​d quantity. The research technique is based on the data gathering, analysis an​d eva​luation. The method of data gathering is done in the field an​d none field. The research strategy is also about the case study of OROMIEH city. In this research the active hospitals were analyzed an​d eva​luated. In this research the main steps were followed, the hospitals present condition assessment, Formulating Strategy an​d prioritization of strategies by the use of ANP model an​d presentation of policies an​d action plans. City hospital locating from the social, economical, Physical, performance an​d accessibility an​d transportation were eva​luated. The performed analysis showed that hospitals distribution in city lacks of great balance an​d the hospital annual distribution in city different regions is not similar to the region's population an​d in some regions the hospital percapita is not provided. More than 75% of city area at the time of transportation traffic an​d during 10 minutes there is no accessibility to any hospital. According to made researches proceedings as making new hospitals in the city rejoins like 2 an​d 3 an​d transferring hospitals like AREFIAN hospital to proper condition an​d city roads network development … are suggested.
