Absrtract
This study considers two issues: first, to determine the requirements for the implementation of ERP in the Water and Wastewater headquarter company of Tehran; and secondly, to select a pertinent ERP fitting to this organization assuming that Water and Wastewater Headquarter Company of Tehran possess all the requisite conditions and requirements for implementing ERP in its organization.
In the first part, the study population consisted of all employees (320 persons) who were working in the Water and Waste water Company of Tehran in March 2014 (Esfand 1392 in Iranian Calendar). The research method used is descriptive and survey which employed observation, library studies and questionnaire created by researcher as the main tool to achieve and collecting the necessary data. To this purpose, five parameters are considered to identify the requirements of ERP implementation which -on the basis of the questionnaire referred to in the conceptual model- are as below: technical requirements, system requirements, legal requirements, training requirements and cultural requirements. These five variables have the 28 indicators and for each indicator there is a question. The reliability of the questionnaire is calculated on the Cronbach's alpha coefficient of 0.872.
Data analysis, descriptive statistics (mean, standard deviation and cumulative frequency and descriptions) and inferential statistics (one-sample t test); Also, the Spider- Radar model for monitoring the implementation of ERP in Water and Wastewater Company Headquarters Company of Tehran are used In this study.
According to the research findings, the conditions for implementing ERP in terms of five requirements in Water and Wastewater Company of Tehran, from its staff point of view, are generally as follows: The technical system, legal, and cultural requirements according to the index value for each and as a variable, based on the Likert, is located between 2 and 3. The terms of this indicator is negative for ERP implementation and training requirements, since the variable index is between 3 and 3.5 on the Likert valuation. Therefore, the conditions for this necessity to implement ERP are not desirable.
The spider trap in these four requirements is not able to hunt ERP; Or Broadband Radar is not able to find ERP signals.
In total, according to the mean of all variables and requirements and due that the mean of indexes is 2.87 and according to the valuation, Likert spectrum is between 2 to 3, the general conditions for implementing ERP at the headquarters of the Water and Sewage Company of Tehran is undesirable.
Referring to the research findings of this study, firstly, it is worth to assess and develop educational programs in order to provide the requisite conditions for implementing ERP, considering the mean scores of indicators. Followed by, transparency of laws, clear and appropriate regulations which meet the ERP implementation needs. The managers’ demands and commitment have highly vital roles in ERP implementation. Therefore, it is better managers get ready to start the implementing process and make arrangements in advance. Secondly, since an appropriate selection of an ERP is highly critical, finding the best solution for selecting a guarantee will be the most important perquisite for the organization success. In this research, in addition to assessing several proposed models in different articles, the proposed model form Dr. Fathian is applied, which is consist of two main factor: Seller and System factor, and at the end, the Organization Resource Planning System of the TEC Company with AHP method has been selected between three assessed solutions, considering the wises’ points of view in Water and wastewater Company of Tehran.
