Considering the development of today`s world and rapid environmental changes, awareness of these changes is of importance. The need for strategic planning in organizations is clear and distrust caused by changes in the business environment made the planning an undeniable necessity. On the other hand, when we study about the history of successful long lived firms, understand they have adopted to environmental changes and sustain their competitive advantage in the face of environmental transition. In the strategic management area, more static approaches such as positional or resource based have beed supplanted with dynamic approaches like Dynamic Capabilities that exploring how some firms recombine and integrate their resources to adopt to market and technological changes. Therefore, in this research, we tried to present a framework for strategic planning with dynamic capabilities approache. This framework was for according to previous studies in strategic management area and promoted by collecting experts` opinions and validated by them. Then, performance measurment of the framwork was investigated in comparison to the other models of industry through identification of criteria was evaluated by experts under changing environments scenario with the help of Analytic Hierarchy Process and Network Analysis Process by super decision software. In assensment, presented framework has better performance in comparison to other models in rapid environmental change and relatively rapid environmental change.
