چكيده استانداردهاي سيستم مديريت كيفيت كه توسط سازمان بين¬المللي استاندارد توسعه يافته، در تمامي صنايع و صنعت ساخت استفاده گسترده¬اي دارد. با توجه به رشد چشم¬گير و توسعه صنعت ساخت، توجه فزاينده¬اي به مقوله كيفيت و استفاده از سيستم¬هاي مديريت كيفيت در تمام شاخه¬هاي اين صنعت شده است. با عنايت به اين اقبال روز افزون و نظر به نقش كيفيت به عنوان جزء كليدي تغيير دهنده روش-هاي مديريت پروژه تاثيرات كيفي اين سيستم¬ها، به نحوي شايسته در كشور ما مورد بررسي كافي قرار نگرفته است. در اين تحقيق تاثير سيستم¬هاي مديريت كيفيت بر ارتقا كيفي پروژه¬هاي عمراني مورد بررسي قرار گرفته است. در يك مطالعه ميداني150كارفرما و مشاور (ناظر) انتخاب شده¬ و پرسشنامه بين ايشان توزيع گرديده است. مستندات جمع آوري شده، با استفاده از روش توصيفي مورد تحليل و بررسي قرار گرفته است. ارزيابي داده¬ها بر اين نكته اشاره دارد كه ديدگاه¬هاي مشاوران و كارفرمايان، در حوزه كيفيت به يكديگر بسيار نزديك است، به نحوي كه هردو گروه پيمانكاران داراي گواهينامه كيفيت را مقيدتر به اجراي با كيفيت¬تر پروژه¬ها دانسته است. از بين سوالات مطرح شده، وجود چك ليست كيفيت در تحويل نهائي متناسب با شرايط هر پروژه مهمترين عامل در ارتقا كيفيت از ديدگاه پاسخ دهندگان است. وجود پيمانكاران داراي گواهي نامه كيفيت نقش دسترسي به معيارهاي كيفيت براي كنترل كيفيت و دارا بودن گواهي نامه مديريت كيفيت از ديگر عوامل تاثيرگذار بر ارتقا كيفيت ابراز شده است. از طرف ديگر بر اساس نظر پاسخ دهندگان مهم¬ترين عوامل تاثير¬گذار بر كيفيت مطابق بنياد اروپائي كيفيت كنترل كيفيت در هر پروژه و تضمين كيفيت توسط پيمانكار داراي گواهينامه و وجود معيارهاي كيفيت است. نقش و تاثير مواد اوليه و تامين كنندگان آن در رتبه بعدي قرار گرفته است. همچنين مواردي چون اقدامات اصلاحي و پيشگيرانه، ثبت و نگهداري اطلاعات ارزيابي¬ها و در نهايت تاثير نيروي انساني در رتبه¬هاي بعدي عوامل پراهميت در ارتقا كيفي پروژه¬هاي عمراني قرار گرفته¬اند. واژه‌هاي كليدي: سيستم جامع مديريت كيفيت، مهندسي و مديريت ساخت، ايزو 9000، كيفيت پروژه-هاي عمراني

Abstract The quality management system standards (QMS) developed by International Organization for Standardization have widespread applications in all industries specifically construction industry. Due to the tremendous growth and development of construction industry, an increasing attention has been paid to the issue of quality and quality management systems application in all branches of this industry. Considering the increasing significance and function of quality as a key component of changing project management techniques, there has not been sufficient research on the qualitative impact assessments of these systems. The present research investigates the effect of quality management systems on quality improvement of civil engineering projects. In this study, 150 employers and consultants (supervisors) were selected and a questionnaire was distributed among them. Then, the collected data and documents were analyzed using a descriptive method. The research findings indicated the employers and consultants have similar perspectives so that they both thought that the contractors who have quality certification can be bound to undertake higher quality projects. Further, these respondents considered project quality checklist as the most important factor influencing projects quality improvement in accordance with each project’s circumstances. The presence of contractors with quality certification, having access to quality requirements for managing quality and having quality management certification are among the other influential factors affecting quality improvement. On the other hand, from the respondents’ perspectives, the most important factors affecting quality in terms of the European Foundation for Quality Management (EFQM) are the quality control of projects and ensuring contractors’ quality control with quality management certification and quality control criteria. The role of primary materials and suppliers are considered as the second most significant factor influencing projects quality. Other factors such as reform and preventive measures, the data collection and record-keeping of information as well as the human force are the third most important factors affecting the quality of civil engineering projects.
