Abstract
Sustainable regional development emphasizes the utilization of indigenous resources and the relative advantages of each region while taking into account sustainability criteria in resource use. In fact, sustainable development through the relative capacities of the regions and their sustainable use seems to be due to the sustainable development of the regions and, consequently, the sustainability of regional equilibrium. To realize sustainable regional development, it is essential that, firstly, any development program is based on the mutual understanding of local needs and resources, and secondly, sustainability is possible when it is based on the participation of every person in the community. Therefore, sustainable regional development refers to the integration of the principles of sustainable development in applying regional development. In other words, sustainable regional development is actually introducing of the principles and objectives of sustainable development into the regions.
Unfortunately, the region of Eastern Gilan which has great potential in environmental, agricultural, water resources, tourism and so on, has not developed much in terms of economic and environmental sustainability in recent years and in return, has witnessed a lot of changes in its environmental, economic, social and physical-spatial structures. Lack of employment, migrating villagers to cities, turning villages into cities, scattered cities, converting agricultural land to residential use, degrading the environment, pollution of water and soil resources, destroying forests and pastures are some of many issues that cause instability in the region.
In this regard, the present study is applied in terms of purpose and the Descriptive-Analytical method has been used. Thus, by studying the documents, the foundations related to the subject of the research were described and the principles and criteria for sustainable regional development were identified and in the experimental framework section, the indicators of sustainable development of the region were extracted by reviewing the sources. In the framework of the technical framework, methods and processes of Strategic Spatial Planning have been applicable to the study sample. Therefore, by using estimation and evaluation models such as Importance-Performance Analysis, Friedman test and Numerical taxonomy, the most important indicators affecting sustainable regional development were determined and using the Strengths, Weaknesses, Opportunities, and Threats technique (SWOT) analyzed internal factors (strengths and weaknesses) and external factors (opportunities and threats) in the East of Gilan, and Identifying and Communicating Current Regional Issues methods have been used. Finally, an effective and Purposeful strategic plan for the East Gilan region is presented to achieve sustainable regional development.
