زلزله يكي از بلاياي طبيعي است كه در صورت وقوع، نتايج و خسارات جبران ناپذيري براي محيط زيست انسان ايجاد مي كند. كلان‌شهر تهران به دلايلي از جمله قرار گرفتن روي كمربند زلزله خيز آلپ- هيماليا و وجود گسل در شمال و جنوب آن همواره مستعد اين پديده است. با توجه به عدم امكان پيش‌بيني اين پديده، نياز است كه جوامع همواره آمادگي خود را به منظور مقابله با زلزله حفظ نمايند. هدف از اين تحقيق، ارائه يك مدل ارزيابي آمادگي ‌شهرها در برابر زلزله است. به همين منظور يك ساختار سلسله‌مراتبي به دست آمد كه در لايه‌هاي مختلف آن، شاخص‌هاي مرتبط با آمادگي در برابر زلزله كه از روش مطالعه كتابخانه‌‌اي و مصاحبه با خبرگان به دست آمده‌اند، وجود دارند. اين شاخص‌ها بر اساس نظر خبرگان ارزش‌دهي شدند و در نهايت مدل فوق‌الذكر ارائه گرديد. در انتها نيز اين مدل براي شهر تهران مورد استفاده قرار گرفت و نتيجه به‌كارگيري مدل در شهر تهران، بر اساس نظرات خبرگان گزارش گرديد و به منظور پوشش نقاط ضعف، پيشنهاداتي ارائه شد.

The earthquake is a natural disaster. In the event, the results of irreparable damage to the environment and humans. Tehran metropolis for reasons such as being earthquake-prone belt Alps-Himalayas and in be faults in North and South have always been prone to this phenomenon. Due to impossibility of predicting this phenomenon, communities need always maintain its readiness to deal with earthquakes This Research’s Purpose is to present a model of readiness assessmsnt metropolises in front of earthquake. For this purpose a hierarchical structure obtained that there are related indicators to earthquake preparedness that were obtained from library studies and expert opinionsin its different layers. These indicators were ranked according to the experts and then the model presented. Finally, the model was used in Tehran. As a result of using this model in Tehran, Iran, 55 percent of the city's readiness to cope with the earthquake showed that this number is far from acceptable, even desirable. Finally, the model was also used for Tehran and the results of the model application in Tehran were reported based on interviewers' comments and suggestions presented to cover defects.
