Sustainable development is the most fundamental scientific and practical field of progress and excellence of today's societies. This issue is particularly important for developing countries, and so far, there have been many actions for policy making and policy setting. Despite the shortcomings in some of these policies in the international arena and UN actions and related structures in this area, the need to address the broad and diverse dimensions of sustainable development with a national and indigenous perspective can not be forgotten. Therefore, considering that the automotive industry is the second largest mother industry in the country after the oil industry, and a significant part of this industry is dedicated to the selection and implementation of various projects, In this research, the topic of project selection and project portfolio management of the perspective of sustainable development in the Saipa automobile company has been studied and integrated into a three-step decision-making process, including identifying key criterias with the "Sustainable Balanced Scorecard" (SBSC), identifying relationship of criterias and specifying variables, and ranking options. By the "Network Analysis Process" (ANP), and finally the estimation
of the utility function of reference projects and aggregation utility functions
for achieving a prioritization pattern and selecting the optimal project using
the "Utility Additive-Star Method" (UTASTAR), The decision has been taken. The results of this approach lead to the prioritization of options and their utility estimation in addition to determining the importance of criteria and sub-criteria, so that the most important criterion, the environmental factor, with the importance of 0/208 at the stage of the network analysis process and 0/18 At the stage of the UTASTAR, as well as the most important sub-criterion, "alignment with environmental regulations" with a coefficient of significance is 0/146.
