تعادل بخشي فضايي در مجموعه هاي شهري. نمونه مطالعاتي : مجموعه شهري قزوين

تشريح توزيع فضايي فعاليت¬هاي اقتصادي و شناخت ساختار فضايي-فعاليتي منطقه، تراكم اشتغال يا گونه¬اي از تجمع اقتصادي در فضاي جغرافيايي يك جزء مهم و جدانشدني از مسئله توزيع فعاليت¬ها در مجموعه شهري قزوين محسوب مي¬شود. ازاين‌رو، چگونگي پراكندگي فعاليت¬هاي صنعتي، كشاورزي و خدمات در مجموعه شهري قزوين و بررسي ميزان ارتباط واحدها با يكديگر از مؤلفه¬هاي تأثيرگذار بر ساختار فضايي-فعاليتي است كه از طريق آن‌ها مي¬توان به فهم ساختارفضايي-فعاليتي منطقه و سازمان‌دهي مناسب آن پي برد. در حال حاضر اين پژوهش درصدد آن است كه در مجموعه شهري قزوين با دارا بودن يك شهر اصلي و 6 شهر پيراموني با در نظرگيري پتانسيل‌هاي محيطي، جمعيت استقراريافته وضع موجود ، قطب‌ها و مراكز به كمك رويكرد تعادل فضايي، آمايش يابد و بر توزيع عادلانه‌تر خدمات، شبكه حمل‌ونقل و ... برنامه‌ريزي و اقدام گردد. پژوهش حاضر ازنظر نوع به دليل برخورد مستقيم با نمونه موردمطالعه و تحليل تغييرات آن بر اساس بنيان‌هاي موجود، پژوهشي كاربردي است. پارادايم حاكم بر فضاي پژوهش نيز از نوع اثبات‌گرا، هدف يا رويكرد آن توصيف محور با كمك تحليل داده‌ها و اطلاعات و ازنظر استراتژي پژوهش، از نوع استقرايي و قياسي و ازلحاظ روش نيز تركيبي است؛ بدين‌صورت كه داده‌هاي موردنياز پژوهش گردآوري و تحليل‌شده و با استفاده از روش‌هاي كمي و فضايي متغيرهاي سنجيده و درنهايت به كمك اين تحليل‌ها به‌صورت كيفي (راهبرد، سياست و اقدامات اجرايي) بيان مي‌گردد. بدين‌منظور تعادل بخشي در ساختار مجموعه شهري قزوين، باوجود ظرفيت‌هاي محيطي، نيروي انساني، قطب‌هاي فعاليتي حال حاضر و شبكه‌هاي ارتباطي و سازمان فضايي پراكنش اين شبكه‌ها در كل مجموعه و ارائه پيشنهاد‌هاي لازمه به‌منظور فعال‌سازي پتانسيل‌هاي ديگر و توزيع خدمات فضايي به‌كل سكونتگاه‌ها، كاهش بار جمعيتي از شهر قزوين به شهرهاي ديگر را بايد مدنظر قرارداد. با تقويت منظومه‌ها نقاط روستايي با تمركز جمعيتي و خدماتي بالاتر مانند نصرت‌آباد يا به دليل قرارگيري در شبكه‌هاي ارتباطي ملي در آينده مانند دز قلعه در شمال مجموعه شهري و ...به‌منظور تقويت بخش خدمات، تجهيزات و تأسيسات شهري مناطق پيراموني و دور از مركز را نام برد. رويكرد اشتغال دنبال مردم و نه مردم دنبال اشتغال به‌عنوان يك رويكرد متعادل‌كننده فضايي يك منطقه در ساختارهاي چندهسته‌اي به‌وضوح ديده مي‌شود كه با توجه به اين رويكرد توسعه چندهسته‌اي مجموعه شهري قزوين با تمركز بر قطب‌ها در نظر گرفته‌شده است.
