In order to properly orientate the scientific efforts in the country, monitoring the corrent status and evaluating it against the desired state drawn by the national STI policies is necessary. In this regard, various studies have been conducted in the country, but most of them are aften part of the focus on the needs of a particular organization or institution. In addition, the data used are only on specific fields of scientific efforts, or the analysis is based on third parties and hence is very restricted. Also, almost none of the researches has been studied the indicators based on the national policies of STI.
This research tries to provide a comprehensive view on scientific trends of country by collecting metadata related to almost all Iranin scientific publications, through the most comprehensive domestic and international citation database such as Scopus and ISC, and then refining the data and extracting useful information from them by conventional techniques of Techmining, and finally, analyzing the status of the results. This analytics can then bring insight to policymakers and decision-makers in the field of science and technology planning in the country with respect to indicators drived from the general policies of science and technology such as the educational justice, importance of the field of humanities and Islamic sciences, and so on.
Based on the selected indexes, and data restrictions, two categories of analytics are applied, statistical methods and text minig methods such as Topic Modeling. As the datasets are just scientific publications, all of these methods lies in the field of Techmining tools.
Final results states that just some of the indicators are in the currect direction to the national STI policies, while others are diverging from the ideal states of the policies.
