فقدان ابزارهاي مناسب مديريت و احياء و توسعه در بافت هاي باعث شده در ادوار گذشته اين پهنه ها را دچار رشدي ناموزون و ناهمگون نموده است. بي توجهي به فضاهاي تاريخي شهري و توسعه پايدار آن ، از بين رفتن هويت ، يكپارچگي و اصالت را در نابساماني كالبدي و كاركردي اين پهنه ها نمايان نموده است . امروزه به بافتهاي فرهنگي تاريخي هر شهر به عنوان ثروتهاي فرهنگي محلي نگريسته ميشود. ضرورت حفظ،احترام و بازآفريني ارزش ها در اين گونه بافت ها مورد توجه بوده و توسعه در بافت هاي تاريخي با رويكرد مديريت تغييرات از طريق حفظ ارزش هاي كالبدي- فضايي و توسعه تعاملي مد نظر مي باشد . از اين رو سعي براين شده است تا بـه چگونگي طراحي معماري در اين محدوده ها پرداخته شود ، ضمن اينكه رعايت اصالت و يكپارچگي موجود در آنها را بـه عنوان يك اصل خدشه ناپذير ميپندارد. با عنايت به اينكه يكي از اصول اوليه در حفا ظت از بافت قديم شهرها تعيين محدوده آن است. تعيين محدوده بافت تاريخي بجستان، علاوه بر شناساندن مرز بافت تاريخي، اين امكان را فراهم ميكند تا ضمن بررسي منشورها، بيانيه ها و اصـول جهـاني مطـرح شـده در حـوزه طراحـي در بافـت هـاي تـاريخي ، ضوابط و مقررات ويژه اي براي حفاظت و باززنده سازي آن تعيين شود و رعايت اصالت و يكپارچگي به عنوان يك اصل در نظر گرفته شده است . با توجه به اينكه امروزه گردشگري نقش قابل توجهي در توسعه و احياي بافتهاي تاريخي در شهرها دارد ، در اين راستا دو پروژه پيشگام به دليل وسعت و گستردگي پهنه هاي تاريخي و تسهيل فرآيند بازديدگردشگر از بافت، ضمن ارائه پلان گردشگري با معرفي محورهاي حركتي تجهيز شده براي گردشگران، كه اين امكان را فراهم مي آورد علاوه بر مشخص بودن هدف گردشگر از مكان بازديد، ويژگي هاي بافت را در طي مسير به صورت عيني و ملموس درك نموده با رويكرد : ارتقا و تشويق صنعت گردشگرى بويژه اكو توريسم مبتني بر نحوه معيشت مردم ، حل معضلات و كمبودهاى بافت تاريخى شهر، بازآفرينى شهرى و حتى كمك به قرارگيرى در زمره شهرهاى جهانى، طراحي گرديده است .
