In the expansion and development of cities, several factors are involved one of which is “urban management”. One of its task is guiding and controlling the physical evolution of cities. Speed, spread pattern and physical quality of the city is influenced by a set of factors like, economy, society, environment, the policy of city managers, infrastructure, transportation, connections, planning and land policy. In this system, the role and elements of urban management or people and intruder groups (at the regional and local level) and impact of their decision on the expansion of the cities is worth considering. Urban management should plans for city, organize city activities and monitors the activities carried out. The present study, considering this attitude, has examined the impact of integrated urban management on Karaj's physical integrity.
One of the main obstacles encountered in urban management is the multi-layered urban management in the field of policy, decision making, planning, guidance and supervision. Urban management is an important factor in establishing coordination in the actions between the departments, organizations and actions of individuals, groups and the private sector in the process of physical organization of the city. The absence of which causes several ruptures of cities, the lack of physical integrity of illegal settlements and the decline and degradation of the environment in cities.
In the first step, the method used in the study of documents and the collection of theoretical foundations, documentary and library methods, has been carried out on valid documents relating to the topic. For this purpose, the indicators of physical integrity and urban management in the form of physical-spatial, managerial-functional and socio-cultural components have been analyzed .
Data analysis will take place in two ways. In the first part, the questionnaires completed by the relevant organizations are analyzed using the mean test and Friedman rank evaluation method. In order to investigate the compliance of institutions with urban design with what is practiced in urban projects, the PPR method is used to evaluate the comprehensive plan of Karaj city and finally the results will be examined. Concentration in the political and managerial structure of the country has led to the development of a part of the urban and urban topics.
The result of this approach is the division of duties related to the development of infrastructure and services between the various government agencies and the formation of a disorganized organizational structure for the management of Karaj urban development.
This issue does not provide urban management with the necessary administrative-executive tools to guide and control the evolution of Karaj's physical-spatial evolution. Due to the concentration of authority in policing and decision-making in various city affairs in the state, urban management has not had the ability to carry out its duties for policy, decision making, planning, organization and implementation at the local level. This issue is the most important factor in the development of Karaj-unplanned space-based space.
In addition, the planning system and the way in which projects were prepared, the failure of urban management laws and regulations, the lack of development of laws on the modification of private ownership of urban land and the lack of financial resources have not contributed to the creation of such a spatial organization in Karaj.
However, over the last two decades, the method of financing Karaj city administration and urban management action in granting permissions to change the use and sale of congestion has led to intensification and further deepening of the rupture, inefficiency and instability of the space organization of Karaj.
Based on this, the findings show that the role and functions of the responsible organizations have had a significant impact on the development of the physical-spatial, texture and faces and as a result of the physical integrity of the city of Karaj. Government management, with the focus of political and managerial authority and limiting the authority and authority of urban management, did not provide the tools necessary for guidance and control of the spatial organization of the city of Karaj.
In this situation, the non-conformity of the physical-spatial evolutions of the city of Karaj from its urban development programs has resulted in the spatial organization of spatial planning in the city of Karaj. The spatial organization is the result of the process is disrupted, inefficient, and unstable. The findings of this study also illustrate the trends and consequences of this process.
The result is that a coherent, efficient and sustainable spatial organization in the city of Karaj is conditional on the formation of an effective guidance system for the organization of the spatial organization of the city in terms of organizational, program, legal and financial, which requires a level of decentralization of political and managerial levels City management
