تدوين و اولويت بندي استراتژي هاي رفع موانع توليد و اشتغال با استفاده از روشSWOT

امروزه بيكاري به عنوان يك پديده مخرب اجتماعي، اقتصادي و فرهنگي با پيامدهايي همچون ناهنجاري هاي رواني، ناامني،بزهكاري و ... داراي اثرات منفي در امر توسعه كشورها مي باشد بنابراين اشتغال جوانان يكي از مهمترين مسايل و ضرورت ها در كليه ي جوامع از جمله جامعه ايران قرار دارد. لذا اين مسئله مطرح مي شود كه نقاط قوت و ضعف و همچنين فرصت ها و تهديدها در اقتصاد ايران چيست و مهمترين راهبردها براي رونق توليد و اشتغال كدامند. اين پژوهش نيز براساس روش توصيفي-تحليلي و شيوه گردآوري اطلاعات كتابخانه اي، مصاحبه و پركردن پرسشنامه به وسيله ي خبرگان و كارشناسان متخصص در امر توليد و اشتغال صورت پذيرفت و براي تدوين و ارايه راهبردها جهت رفع موانع توليد و اشتغال از تكنيك SWOT استفاده شده است. نتايج بيانگر آن بود كه «وجود پتانسيل ها و ظرفيت هاي بالقوه و بالفعل مناسب در كشور» در جايگاه نخست نقاط قوت و نيز « عدم وجود كارشناسان متخصص و متعهد در تصميم گيري هاي كلان كشوري، عدم رعايت اصل شايسته سالاري و تمركز سايه سياست بر اقتصاد» در جايگاه نخست نقاط ضعف قرار داردو همچنين در بين استراتژي هاي تدوين شده، استراتژي«بهره گيري از فناوري و تكنولوژي برتر در جهت بهره برداري بهينه از ظرفيت هاي بالقوه و بالفعل موجود در بخش كشاورزي»با ميانگين وزني 03/8 به عنوان اولويت اول ( مهمترين استراتژي) شناخته شد، اين استراتژي حاصل برخورد نقاط قوت با فرصت ها است بنابراين مي توان نتيجه گرفت كه بايد با بهره گيري از توانمندي هاي موجود داخلي از فرصت ها به بهترين شكل ممكن استفاده نمود.

Development and prioritization of strategies to remove barriers of production and employment using SWOT method

Today, unemployment as a destructive social, economic and cultural phenomenon with consequences such as psychological anomalies, insecurity, delinquency ... has negative effects on the countries’ development. Therefore, youth employment is one of the most important issues in all societies such as Iran society. Therefore, it is suggested that what is the strength and weakness points, as well as the opportunity and threat points in Iran economy and what are the most important strategies for the prosperity of production and employment. This study was conducted on the basis of descriptive-analytical method. Also, we have implemented some approaches including library collection, interview with production experts, questionary, and SWOT analysis technique in order to introduce strategies for eliminating the barriers of production and employment. The results indicated that "the existence of the potential and actual capacities in the country" is the most important strength point and “the absence of committed specialist for large-scale national decision making, the lack of meritocracy and the focus of policy on the economy” are the most significant weakness points. Also, among all suggested strategies, "employing high technologies in order to efficient exploitation of potential and actual capacities existed in agricultural sector” with the average weight of 8.33 has the first priority. This strategy is the result of dealing with strength with opportunity points. It is concluded that the opportunities should be implemented in the best way through existing internal capabilities.
