يكي از مهم‌ترين جلوه‌هاي اثربخش فناوري اطلاعات و ارتباطات به‌كارگيري آن درباز آفريني دولت و ارائه خدمات است. حركت در مسير ايجاد تحول در نظام اداري به‌منظور ارتقاي بهره‌وري، ايجاد دولت پاسخگو و شفاف، دولت فراگير و در دسترس و چابك در ارائه خدمات نيازمند بهره‌گيري هوشمندانه از ابزارها و قابليت‌هاي فناوري اطلاعات و ارتباطات و ايجاد دولت الكترونيكي است. بر اين اساس باز مهندسي و تعيين الزامات فني و زير ساختي كارآمدسازي و چابك سازي دولت در دستور كار دولت قرار گرفت. معماري خدمت‌گرا (SOA) به عنوان يكي از ابزار‌هاي فن‌آوري اطلاعات فرصت‌هايي را در جهت بهبود چابكي و كارايي توسعه سيستم‌هاي اطلاعاتي به وجود آورده است كه در دستور كار دولت در ا‌جراي دولت الكترونيك قرار گرفته‌است .يكي از دغدغه¬هاي كليدي در اجراي معماري خدمت‌گرا و توسعه دولت ‌الكترونيكي در سازمان‌ها ايجاد يكپارچگي در مديريت راهبري خدمات فناوري اطلاعات دستگاه¬ها در راستاي استقرار دولت الكترونيك است. اگر سازمان نداند كه اكنون در كجا است و نداند كه قصد دارد به كجا برود ، ممكن است هر مسيري را انتخاب كند. حاكميت مكانيزمي‌‌است كه اطمينان مي‌دهد قوانين،خط مشي‌ها و سياست‌ها، استانداردها و رويه‌ها در سازمان پذيرفته شده و مورد اجابت قرار گرفته است.‌ اين تحقيق سعي دارد ضمن انتخاب جامع¬¬ترين و كامل¬ترين نگرش به حاكميت بر SOA مدلي مناسب براي حاكميت SOA در دولت الكترونيك با بازنگري و بومي‌‌سازي مدل با توجه به ويژگي¬هاي پياده¬سازي SOA و حاكميت SOA در دولت الكترونيك ارائه نمايد . با مروري گسترده در ادبيات¬ موضوع مدل SOAGMM كه سه ابزار ارزيابي مهم براي حاكميت بر SOA شامل بلوغ SOA ، بلوغ پذيرش SOA و بلوغ حاكميت SOA را با يكديگر در قالب مدلي تلفيق نموده انتخاب گرديده است. همچنين با تلفيق بلوغ تعامل¬پذيري به عنوان بعد ديگري در مدل SOAGMM متناسب با نيازهاي حاكميت SOA در دولت الكترونيك اختصاصي‌سازي گرديد، مدل حاضر هم از لحاظ اخذ نظر خبرگان و هم از لحاظ كاربردي اعتبار سنجي شد. جهت اخذ نظرات خبرگان در خصوص مدل از روش‌ كيفي مبتني بر مصاحبه‌ نيمه‌ساختار يافته استفاده شده است . پرسشنامه نيمه ساختار يافته طراحي و از طريق مصاحبه با خبرگان دانشگاهي نظرات آنها اخذ گرديد. مدل حاضر توسط خبرگان مورد تاييد قرارگرفت. سپس جهت اعتبارسنجي كاربردي مدل سازمان امور مالياتي انتخاب گرديد و با طراحي پرسشنامه‌اي نظرات خبرگان از لحاظ بلوغ حاكميت بر SOA در سازمان مذكور اخذ و از طريق روش‌هاي كمي (دلفي فازي و محاسبه بلوغ تعامل‌پذيري) مورد بررسي و ارزيابي قرارگرفت . بر اساس نتايج حاصل از اجراي مدل در سازمان امور مالياتي اعتبار مدل تاييد شد . بدين ترتيب يك مدل جامع بلوغ حاكميت بر SOA كه از نظر محتوا مي‌تواند نيازهاي اجراي معماري خدمت‌گرا در دولت الكترونيك را پوشش دهد در سه بعد سطوح بلوغ SOA ، بلوغ حاكميت بر SOA و بلوغ تعامل‌پذيري SOA مي‌باشد ، تدوين و ارائه گرديد. واژه‌هاي كليدي: معماري خدمت‌گرا، بلوغ SOA ، بلوغ حاكميت بر SOA ، بلوغ تعامل‌پذيري، دولت الكترونيك

One of the most important effects of information and communication technology is its use in government recreation and provision of services. Moving to wards the path of transformation in the administrative system in order to promote productivity, create a transparent and accountable government, a comprehensive , accessible and agile government in providing services requires intelligent utilization of the tools and capabilities of information and communication technology and the creation of the electronic government. Accordingly, the reengineering and determination of technical and infrastructural requirements, making the government was put on the agenda of the government. Service oriented Architecture (SOA) as one of the tools of information technology has created opportunities to improve the agility and efficiency of information systems development, which is on the agenda of the government e-government administration. One of the key concerns in the implementation of service-oriented architecture (SOA) and the development of e-government in organizations is creating n integrity in the management of information technology services leadership for devices in line with the establishment of e-government. If the organization where it is now and where it is going to go, it may choose any route. Governance is a mechanism that ensures that laws, policies, standards and procedures are accepted and replied by the organization. This research attempts to select a proper model for SOA governance in e-government with the revision and localization of the model, taking into account the features of SOA implementation and SOA governance in e-government, while selecting the most comprehensive approach to SOA governance. With a widespread overview in the literature the SOAGMM model, has been selected which has integrated three of the SOA governance evaluation tools, including SOA maturity, SOA adoption maturity, and SOA governance maturity, into a model. Also, by combining interactivity maturity as another dimension the SOAGMM model, the model was allocated to the needs of SOA governance in e-government, the present model was validated in terms of obtaining expert opinions and applied. To obtain expert opinions about the model, a qualitative method based on a semi-structured interview has been used. The semi-structured questionnaires were designed and the academic experts’ opinions were collected through interviews experts. The model was approved by the experts. Then, for the validation of the applied model, the tax administration was selected. By designing a questionnaire, the experts' opinions were taken into consideration regarding SOA governance in the organization and was considered and evaluated by quantitative methods (fuzzy Delphi and maturity Interoperability calculation). Based on the results of the implementation of the model in the tax administration, the validity of the model was confirmed. Thus, a comprehensive SOA governance maturity model that can cover the needs of e-Government service delivery architecture in three dimensions: SOA maturity levels, SOA governance maturity, and SOA maturity Interoperability was presented.
