One of the most important effects of information and communication technology is its use in government recreation and provision of services. Moving to wards the path of transformation in the administrative system in order to promote productivity, create a transparent and accountable government, a comprehensive , accessible and agile government in providing services requires intelligent utilization of the tools and capabilities of information and communication technology and the creation of the electronic government. Accordingly, the reengineering and determination of technical and infrastructural requirements, making the government was put on the agenda of the government. Service oriented Architecture (SOA) as one of the tools of information technology has created opportunities to improve the agility and efficiency of information systems development, which is on the agenda of the government e-government administration. One of the key concerns in the implementation of service-oriented architecture (SOA) and the development of e-government in organizations is creating n integrity in the management of information technology services leadership for devices in line with the establishment of e-government. If the organization where it is now and where it is going to go, it may choose any route. Governance is a mechanism that ensures that laws, policies, standards and procedures are accepted and replied by the organization.
This research attempts to select a proper model for SOA governance in e-government with the revision and localization of the model, taking into account the features of SOA implementation and SOA governance in e-government, while selecting the most comprehensive approach to SOA governance. With a widespread overview in the literature the SOAGMM model, has been selected which has integrated three of the SOA governance evaluation tools, including SOA maturity, SOA adoption maturity, and SOA governance maturity, into a model. Also, by combining interactivity maturity as another dimension the SOAGMM model, the model was allocated to the needs of SOA governance in e-government, the present model was validated in terms of obtaining expert opinions and applied. To obtain expert opinions about the model, a qualitative method based on a semi-structured interview has been used. The semi-structured questionnaires were designed and the academic experts’ opinions were collected through interviews experts. The model was approved by the experts. Then, for the validation of the applied model, the tax administration was selected. By designing a questionnaire, the experts' opinions were taken into consideration regarding SOA governance in the organization and was considered and evaluated by quantitative methods (fuzzy Delphi and maturity Interoperability calculation). Based on the results of the implementation of the model in the tax administration, the validity of the model was confirmed. Thus, a comprehensive SOA governance maturity model that can cover the needs of e-Government service delivery architecture in three dimensions: SOA maturity levels, SOA governance maturity, and SOA maturity Interoperability was presented.
