the present study aimed at finding ways to promote the culture of creativity and innovation in employees and managers of organizations in order to achieve excellence and prosperity and prevent organizational decline. Every organization needs resources to achieve its goals and perspective. undoubtedly, one of the most valuable resources is human resources.The organization's human resources, the major source of innovation development in the organization, believe that in all levels the organization's survival and competitiveness and influence in the competitive and international world today are subject to creativity and universal innovation, and all forces have to operate in order to create innovation and creativity within the organization. In this study, where the approach is innovation, the population is the target of 500 experts from the country's program and budget, due to lack of adequate opportunity and economic benefit, using the Cook formula.this research is applied in terms of purpose, application and development in terms of the nature of collection of resources, descriptive and inferential statistics and questionnaire s alpha test was used to describe the sample and use descriptive statistics for sample description and inferential statistics methods such as statistical analysis methods, using software.This is the result of finding a conceptual model for the promotion of the creativity and innovation of employees of the organization as well as the creation and application of the training courses of human resources by the General Authority for Technology Development and Human Resource Management in the organization in order to prevent the organizational decline as well as the excellence and dynamics of the organization.
