The purpose of this study is to design a model for optimizing energy consumption in industries from an environmental value perspective (Case study: Tehran Cement Plant). To this end, the required data were collected from 148 distributed questionnaires among experts of Tehran Cement Company. The questionnaire of the questionnaire during a storm session was held among 10 expert experts of Tehran Cement Company. After selecting 90 programs after the storm session, 52 programs and strategies for reducing energy consumption from the perspective of value engineering were screened and finally a questionnaire The research was designed and distributed to the respondents with 56 questions. In order to investigate the research objectives, the effect of independent variables of employee motivation and their contribution to the benefits of energy savings, the variables of creating energy and environmental workshops, the variables of inhibitory and incentive mechanisms, the variable methods of reducing the intensity of electric energy consumption, the variable of the methods for reducing energy consumption , Variable of process type change, changes in laboratory, stone, materials, furnace and cement variables, system maintenance and repair variables, and variable planning and strategy on reducing energy consumption in the cement industry were measured as dependent variable. Structural equations modeling was used to measure the hypothesis test. The results of the research show that all research hypotheses have been confirmed, meaning that from the viewpoint of variable respondents, motivation of employees and their contribution to the benefits of energy conservation, the variable of creation of energy and environment working groups is 0.53, the variable inhibitor mechanisms and encouragement 0.40, variable energy consumption reduction strategies 0.73, variable thermal energy consumption reduction 0.61, change in process type 0.62, variables in laboratory departments, stones, materials, furnace and cement 0.55, maintenance and repair system variable 0.38, and Planning variable and strategy 0.59 on reducing energy consumption Cement industry is impressive. Also, the results of the research indicate that the greatest impact on reducing energy consumption in the cement industry is related to the variable of the methods of decreasing the intensity of electric energy consumption with the value of 0.73 and the least effect on the maintenance and repair system variable is 0.38.
