امروزه شيوه‌هاي متنوعي از قراردادهاي بين‌المللي در صنعت مورد استفادة شركت‌ها و سرمايه‌گذاران قرار مي‌گيرد. با توجه به مشكلات موجود در تأمين منابع مالي اجراي پروژه‌ها در صنعت ، شناسايي شيوه‌هاي جديد قراردادي كه حضور فعال‌تر بخش خصوصي در اين زمينه را دربر داشته باشد ضروري است. قراردادهاي طراحي مهندسي ، تأمين تجهيزات ، ساخت ، تأمين مالي نمونة مناسبي است كه در شرايط موجود مي‌تواند به‌مثابة شيوه‌اي مؤثر مدنظر قرار گيرد. از اين رو فقدان سرمايه لازم در كشور باعث شد تا با بكارگيري اين نوع از قرارداد ها و ايجاد يك مدل رياضي جهت انتخاب بهترين پيمانكار بصورت طراحي مهندسي ، تأمين تجهيزات ، ساخت ، تأمين مالي اين فرايند تسهيل شود.براي اين منظور در اين مطالعه با استفاده از روش تصميم گيري چندمعياره ي فازي، تاپسيس به ارزيابي پيمانكاران در اين بخش مي پردازيم و با تهيه پرسش نامه از خبرگان به انتخاب معيارها و تعيين وزن هريك در اين نوع از قراردادها پرداخته شده است و سپس با استفاده از مدل پيشنهادي رتبه بندي گزينه ها صورت گرفته كه در اين مطالعه بعد از تحليل حساسيت, برترين پيمانكار انتخاب و در نهايت نتايج اين بررسي ارائه گرديده است.

Designingdecision support system for evaluating and selection of EPCF contractor: A case study

Today, a variety of international contracts in the industry are used by companies and investors. Due to the difficulties in financing the implementation of projects in the industry, it is necessary to identify new contractual practices that are more active in the private sector. Engineering design contracts, equipment provision, construction, and financing are a good example that, in the present circumstances, can be considered as an effective way. Therefore, the lack of necessary capital in the country led to the use of this kind of contracts and the creation of a mathematical model to select the best contractor in terms of engineering design, equipment, construction, financing of this process. For this purpose, in this study, Using a fuzzy multi-criteria decision-making approach, we will review the contractors' assessment in this section and by providing a questionnaire of experts to select the criteria and determine the weight of each of these types of contracts, then, using the proposed model, the ranking option In this study after the sensitivity analysis, the best contractor Selection and finally the results of this review are presented.
