Policy Integration has a vital role in the policy making process of Islamic Republic of Iran, but the current policy making process, especially the formulation of “General Policies (”Persian: سياستهاي كلي Siasat-haye Kolli) is not designed to serve this key goal. Current settings for the General Policies is mainly focused on the sectoral policies and one of its consequences, is the conflict between the policies mainly in the implementation phase.
Spatial Planning approach has been claimed to bring two main advantages for the policies: Policy Integration and Territorial Cohesion. Besides, vertical, horizontal and regional integration is a result of this approach which are a key factors to policy integration in all levels.
This paper is aimed to present a conceptual framework for policy making with the help of spatial planning for the policy integration among the General Policies in I.R.Iran. Analyzing the academic literature and the policy experiences, documents and best practices with qualitative methods such as thematic analysis and semi-structure interviews.
Analyzing 15 Spatial Planning Frameworks (SPF) from different countries concluded a list of key components in their structure and this was the first draft of the conceptual framework. With the help of semi structure interviews the first draft was developed to a matured framework.
The final framework consist of seven main components: 1.Goals and Principles, 2. Functions and Indicators, 3.Stskeholders, 4. Domain, 5.Tools and Methods, 6.Life Cycle and Process. 7. Analyzing current situation.
