In response to the need for integrated thinking, for the purpose of identifying and in analyzing the complex and varied urban issues, evaluation has become the basis of the urban planning process whose main purpose is to explain the value of urban plans in terms of their impact on the urban development, program design, social interventions implementation and management improvements. Despite significant advances in theoretical approaches and evaluation methods, there has been no scientific evaluation of the state of comprehensive urban development plans yet. Addressing environmental requirements based on knowing the problem, and finding specific problem-solving techniques appropriate to the problemare still problematic. The outcomes of evaluation theories of urban development plans have emphasized the importance of institutional structures as well as Decision Environment and evaluation methods.
There are two main questions, conducting the procedural elements of this research. First consider lack of logical value of Tehran`s comprehensive urban development plans, and the second is dealing with the mechanisms, structures and contexts supporting this lack of logical value. In this case this research is the kind of evaluative and descriptive research regarding the first question, and is the kind of critical and explanation research in related to the second question. The auther attempted to find the answers with applying quantitative-qualitative research approach, with the case study strategy, procedural evaluation and the documentary analysis method for the first question and constructivist grounded theory for the second one as the main subject of this research. The results of the evaluation showed that the comprehensive urban development plans prepared for Tehran lack the logical value partially or totally, as the basis for future decisions, as well as the product of the correct decision-making processes. The outouts of the analysis techniques such as coding system, memo-writing, situational analysis and etc, represents the key role of six main concepts in lack of logical value of Tehran`s comprehensive urban development plans including “compatible political economy with power structure”،“complexity of the metropolitan spatial structure”, “Deficiency in institutional-structural planning frameworks”،“Risks of planning environment”، “Having an unplanned pl@n" and “Non- conformity between plan and action in terms of content and theory”. Each of these selective codes contains their related focused codes which is shaped on the basis of open coding processes and researcher`s analysis. The axial coding system shapes the main hypothesizes with clarifying the relations and interactions of different focused codes. Constant comparison of codes, quotations, memos, socio-economical and historical contexts prepared logical basis for understanding of interactions. In this sense, “compatible political economy with power structure” and “complexity of the metropolitan spatial structure” are the structural situations, “Deficiency in institutional-structural planning frameworks” and “Risks of planning environment” are the contextual situation for reducing the logical value of comprehensive plans. “Having an unplanned pl@n" is also the causal situation for this phenomenon which leads to “Non- conformity between plan and action in terms of content and theory”. The consequence of this trend is serious controversy over the cost-benefit of social-economic impacts of comprehensive urban development plans based on the sustainability or intensification of problems have caused environmental, social, cultural, physical and economic spatial implications.
