Last planner system was presented by Glenn Balard in 1990 decad. This system was
divided to 5 set of meetings after the development by years. Phase schedualing, lookahead
planning, weekly work plan, percent plan completed meeting and learning and
improvement meeting. In this method of planning, the goals of a project are divided into
3 kinds: The works that should be done which are planned in phase schedualing sections
(long-term goals), the works that can be done which are planned in Lookahead planning
sections (mid-term goals) and the work that will be done which are planned in weekly
work plannings (short-term goals).
In this thesis the three sections of the meetings are held in a construction project in Tehran
to check the effect of this method on a real project control system. The goal is to determine
how effective can this system be in a real project.
By the end of the 8 weekly planning meetings, an increasement was obvious in the Percent
Planned Completed (PPC) that can show the effectiveness of this method in real project.
The percents were as below: 80% for first week, 19% for second week, 74% for third
week, 84% for forth week, 82% for fifth week, 76% for sixth week, 92% for seventh week
and 85% for eighth week. Also the reson for non complections were indentified. The
RNCs were: the wether, non-experts for repairments, poor supplies program, poor
manpower management, changings in design and weakness in equipping the ingot
workshop. The supervisor and the forman of the team, both said that the system was
effective, although it needs some teachings and ongoing implemention to increase the
effectiveness of the system. They said that if some of the points of project planning and
control were thought for the execution team, the effects would be much better. This can
be a good subject inorder to search in future.
