رتبه بندي عوامل بروز تعارض در پروژه هاي سه عاملي شهري تهران

تعارض جزئي جداناپذير از زندگي روزمره است. پروژه¬هاي ساخت هم از اين امر مستثني نيستند، اين تعارضات لزوماً منفي نبوده و در صورت مديريت صحيح مي¬توانند سودمند باشند. با توجه به گسترش و تنوع پروژه¬هاي ساخت، قدم اول شناخت عوامل بروز تعارض براساس تحقيقات و پژوهش¬هاي قبلي مي¬باشد. از اين رو ضمن استخراج اين عوامل و دسته¬بندي آنها در 3 گروه اصلي براساس تحقيقات معتبر، هدف اصلي در اين تحقيق رتبه¬بندي عوامل بروز تعارض در پروژه¬هاي شهري بوده كه در سطح شهر تهران با روش سه عاملي كارفرما، مشاور و پيمانكار اجرا شده¬اند. تحقيق حاضر از نظر هدف از نوع كاربردي و از نظر شيوه گردآوري اطلاعات و تجزيه و تحليل اطلاعات، توصيفي است. جامعه آماري تحقيق مديران، مشاوران، دست¬اندركاران حوزه شهري در شهر تهران به تعداد 956 نفر مي¬باشد كه در مجموع رتبه بندي بر اساس 246 پرسشنامه قابل استناد انجام گرديد. ابزار گردآوري اطلاعات بررسي اسناد و مدارك و ادبيات پژوهش است. بررسي و مرور ادبيات پژوهش نشان مي¬دهد كه عامل مشكلات قراردادي با امتياز 42/0 درصدر عوامل بروز تعارضات قرار داشته و عوامل و مشكلات فني و مشكلات رفتاري با امتيازهاي 31/0 و 27/0 به ترتيب در رده بعدي قرار دارند. در رسته مشكلات قراردادي عوامل بروز تعارض به ترتيب، تأخير در پرداخت صورت ‌وضعيت‌هاي موقت با امتياز 14/0، تغييرات در مستندات و نقشه‌ها به دليل تغيير در نيازهاي كارفرما با امتياز 09/0، تأخير در تحويل زمين با امتياز 08/0، ابهام در بندهاي قرارداد با امتياز 07/0 و برنامه زمان‌بندي نامناسب براي پروژه با امتياز 05/0 رتبه¬بندي شده¬اند. در دسته مشكلات فني به ترتيب تأخير و تعليق كارها از جانب پيمانكار با امتياز 13/0، كيفيت كار پيمانكار با امتياز 06/0، مشخصات فني ناقص و اشتباه با امتياز 04/0، خطاهاي موجود در نقشه‌ها با امتياز 04/0 و اشتباه در برآورد اوليه يا پيشنهاد قيمت با امتياز 03/0 داراي اهميت بوده و در نهايت در دسته مشكلات رفتاري عوامل عدم بررسي قابليت‌هاي اجرايي پروژه با امتياز 1/0، عدم شفاف بودن و ناقص بودن پروژه با امتياز 054/0، ضعف مديريت كارفرما با امتياز 046/0، ضعف ارتباطات در تيم پروژه با امتياز 040/0، مشكلات ناشي از تفاوت فرهنگي در تيم پروژه با امتياز 035/0 رتبه¬بندي شده¬اند. واژه¬هاي كليدي: عوامل بروز تعارض، پروژه¬هاي شهري ،مشكلات رفتاري، مشكلات قراردادي، مشكلات فني

Ranking the Factors Resulting in Conflicts in Three-Factor Construction Projects inTehran

Conflict is an inseparable part of an everyday life, so are construction projects which are no exceptions. Such conflicts are not necessarily negative and if managed effectively, they can prove beneficial. As a result at the developments and varieties in construction projects, the first step to be taken is the specification at the cause of conflicts on the basis of the previous studies and researches. Therefore, the present research was aimed at specifying and ranking the causes of conflicts in construction projects. In Tehran concerning the three factors of employers, consultants and contractors. The present study, objective- wise, has been practical and the data collection and analyses have been descriptively done. The population of the study were 956 people among managers, consultants and urban practitioners in Tehran and the ranking was finally carried out based on 246 questionnaires in total. The data was collected through the previous studies, documentation and reviews of literature available. Going through the literature, it was revealed that contract problems with the score of 0.42 stands at the top of the factors resulting in conflicts, however, technical problems besides behavioral problems (0.31 and 0.27 respectively) are ranked as the second and the third. Concerning the contract problems and the factors resulting in the conflicts. delay in temporary statement payments 0.14, changes in documentation and plan based on the needs of the employer 0.09, delay in land delivery 0.08, ambiguity in the terms and conditions of the terms and conditions of the contract 0.07 and unsuitable scheduling in projects 0.05 were ranked among other factors. Regarding the technical problems Daley and suspension on the part of the contractors 0.13, contractor’s work quality 0.06 , incomplete and wrong technical specifications 0.04, flaws in plans 0.04, flaws in cost estimation or quotation 0.03 were also specified and significance – wise ranked. In terms of behavioral problems, disregarding the feasibility of the project, unclarity and incompleteness of the projects, employer’s management vulnerability, constructions team’s miscommunication and problems originated from cultural differences in the project team were ranked as 0.1, 0.054, 0.046, 0.040, 0.035 respectively.
