In this research, designing the supply chain network was considered. To cope with disruptions in the capacity of the facilities of incomplete and complete communica-tion paths, three methods of establishing a new facility for support, using the sup-porter facilities provided by the bilateral agreement, and also applying available supporter facilities in the monetary service market were considered. In this model, to cope with the existing uncertainties due to the lack of historical data as well as the strategic level of supply chain design, a robust optimization method must be used. In this regard, the Bertsimus and Sim method was used and, due to the divi-sion of the costs of each level in the supply chain of the model, it became an ideal planning model. By this, the Bertsimus and Sim method used in the ideal planning provided by Kuchta was corrected in the modeling.
It can be concluded that in the uncertainty and disruption conditions, there are three different states: first, the cost of disruption and uncertainty is low, in which it will be cost-effective to choose either of the momentary market or the acceptance of the deficiency. Given the high cost of deficiencies, it is better to use the momentary market. Second, the above-mentioned costs are high, but less than the funds for the establishment of facilities; in this case, bilateral agreements are used. Third, the costs are so high that the establishment of the facility will be cost-effective.
