Urban regeneration is considered as a new approach to urban restoration theories. This approach, along with physical issues, addresses social, cultural, economic, environmental and institutional issues, and seeks to extract effective solutions to all of these dimensions with a comprehensive and systematic view. The research aims to improve human relations by the revitalization of the internal skills and benefits of neighborhoods. Attention to human relationships, reviving civil life, respect for human beings, lack of attention to social issues in plans and programs related to historical neighborhoods, rebuilding the internal capacities and talents of the neighborhood, paying attention to all aspects of development (e.g., functional, economic, sociocultural, environmental and managerial) by a comprehensive approach such as urban regeneration, which evaluates issues comprehensively and provides a plan for all of the mentioned aspects, are among the most important necessities of this research. The weakening of human communications due to physical exhaustion, the weakness of infrastructure and equipment in the neighborhood, the abundance of abandoned and derelict buildings, the existence of dilapidated housing, and the lack of considerations of managers and officials for the restoration and improvement of their condition, the problems of sewage and the disposal of surface waters, traffic difficulty In the mainstream, social insecurity, lack of amusement and entertainment spaces and, in general, the abandonment of indigenous and local residents and the displacement of new people, and the ever-increasing problems and forgetfulness of identity, history and, most important, the breakdown of communications and interactions of original social capital are the issues which led to the creation of and writing about this idea by the author. The current study had an applied developmental design since it expanded and developed the fundamental principles of these concepts. In addition, the nature of the research was exploratory, descriptive, and correlational since it sought to discover the theoretical concepts of urban regeneration and social interactions. Furthermore, we described and explained the criteria and features, assessed the concepts, and presented a plan for the region studied. After collecting data of the sample area (the historical neighborhood of Sarcheshmeh in Gorgan), we assessed the significance of the relationship between the two main concepts of the research (i.e., urban regeneration as an independent variable and social interactions as a dependent variable). The most important results of the study included: 1) extracting indigenous criteria of urban regeneration in historical neighborhoods by Delphi survey in five aspects of functional, sociocultural, economic, environmental and managerial, 2) extracting criteria for social interactions with physical, social, environmental and equipment-related themes,3) assessing the significance of the relationship between the two main variables of the research, including urban regeneration (independent variable) and social interactions (dependent variable) that expresses weak significance with low intensity of determined independent and dependent variables, and 4) presenting goals, strategies, policies and problem-based action plans to improve the condition of the neighborhood and the social interactions of people by looking at soft (software) interventions, short-term, cost-effective and operational in physical-functional, Socio-cultural, economic, environmental and institutional dimensions.
