Abstract
One of the main tasks of management in any organization is to reduce costs and raise productivity. Incidents such as these expenses are considered in an organization.
Criminal damage, financial and environmental disaster, is it directly or indirectly, affects the organization.
Thus, reducing the effects and consequences of accidents and their organizations has become one of the priorities.
Despite all efforts to reduce accidents that occur in different industries, each year many events will threaten industrial societies.
The events in oil, gas and petrochemical seem to be dangerous and cause major damage to the environment, equipment and injury, deformity, disability and death are subjects.
In order to reduce the effects of these conditions are known to emergency situations, creating a comprehensive management system tailored to each organization's risks are inevitable.
The time now is public safety management systems, ISO 14001 and OHSAS 18001 healths and the environment as they are implemented in organizations, But that approach has recently been created in the industry.
Design systems to suit any organization that coordinates the risks and HSE management systems, particularly oil and gas industry are among them.
Municipality civil projects also have specially characteristics that want an HSE management system for them. Because their activity in these projects have various hazards and carry out in town and near people.
In this research, I intend to review current HSE management systems in the worlds and civil projects characteristics, and then design an HSE management system for municipality civil projects.
