Therefore, the importance of implementing projects in the shortest possible time is increasing. In addition, projects often encounter problems due to delays. In traditional and commonly used methods, the project manager tries to resolve this problem by increasing the time of each activity; this will lead to problems such as increasing variable costs and inventories. In recent years, the problem of planning, scheduling and managing the project cost is used to solve this problem using the Earned Value Management method. Due to reasons such as uncertainties of the duration of activities, restrictions imposed by management, multi-tasking Work teams spend more time than planned, using crisis management and implementing buffer management is used as one of the most practical management approaches to overcome the uncertainties of a project. Regarding the results, FB² and PB have the highest impact in the response prediction model for the SPI index, and the best value of the feed buffer for SPI index is 4.2 and the maximum value for project buffer. Also, the effect of the project buffer on the optimal state of the CPI index is 5.2 for the project buffer.
