In regional planning, the space agency of the regions is considered as the main area of Population deployment and their activities. In the system of settlement, the consideration of analyses is important key among interactions between habitats an physical features.
The spatial imbalance, population imbalance, and urban facilities in Tehran province as well as ecomonimcs, social, and physical-space shortcomings in the regaional territory and Tehran as a political capital, led to set a military definition that concentrates on the coherence , integrity, and spatial equilibrium in this area.
By defining the support area for Tehran and providing the support plans in the international trades will result in the decentralization and equilibrium of the spatial-functional area.
In recent study, using the descriptive-analytical methods ,hierarchical tools , networks documentaries , relational types ,and utilizing the networks analysis method in the form of indicators in three levels of outline, transplanation, and network for surveying the elemnts and changes in the space agency are used in terms of population an spatial links.
Measuring the changes based on the methods for this study indicates that Tehran has dominance in the space agency. Finally, using the SWOT method, Strategies and optimal model of the space organization to balance the judicial system of Tehran province with empahazing on the capital backup area have been proposed.
