Abstract:
The optimal project selection problem among the targeted projects is one of the most important and strategic decisions in most organizations. All organizations typically need a decision about the selection and timing of a project portfolio from a set of candidate projects. Because of limited resources, the main task of management is the portfolio selection of projects that is more compatible with the revenue of the organization.Choosing the correct projects and creating the right combination of them for the portfolio of project organizations is considered as one of the main and most important tasks of project-based organizations. As a result, it ensures that the organization can achieve its strategies and strategies, while being involved with limited resources and capabilities.
In this thesis, primarily the goals and strategies of the Islamic Republic of Iran Railways according to the prospectus to 1404 horizons are examined.
Then, the criteria are extracted based on the organization's strategic goals for selecting the best basket, Using the DEMATEL technique to analyze the impact and effectiveness of selected criteria and the analysis network process (ANP), to determine the weight of each criterion according to correlation between the criteria.
Finally, a mathematical model is proposed for selecting the optimal portfolio of projects based on strategic goals, cost and time, so that solving this model results in obtaining an optimal combination of projects for maximizing strategic goals with minimum costs on the horizon Once set.
the case study is underway in the Islamic Republic of Iran Railways Technical and Substructure Division, which has been examined from among 12 candidate projects for implementation in one of the sectors defined in the Outlook document.
The proposed model was performed in two modes using the GAMS programming language:
A) The selected projects will not be completed during the planning horizon.
B)The selected projects will be completed during the planning horizon.
Finally, the first mode is better than the second one.
