Every year, natural disasters such as earthquakes, make damages and financial losses. Since the severity of the disaster are often extensive, we need to plan for managing situations on these events.
In this research, multi-period and three level mathematic problem including factory, distribution center (depot) and demand points for post disaster situation by considering location of depot, route selecting of emergency cars and factory inventory management is solved simultaneously. For studying proposed model, three numerical examples are solved by GAMS and MATLAB software using metaheuristic algorithms. By comparing results, it is found that using meta heuristic algorithms can be faster and more accurate when problem complexity is increased. So Meta-heuristic algorithms are selected. Also, define the new variable definition that grow convergency speed. In this new method, large number of improper candidate that not including loop or or loops that not including depot are ignored. So variable bounds are decreased.
Finally, post disaster management of Tehran with 22 demand points, 5 depots and 3 factories is chosen for case study problem by using JAICA data for demands of Tehran regions.
