The progress of the construction industry is one of the most important indicators of the economic development of a developing country. Therefore, it is necessary to study the solutions and factors affecting the development of the country’s construction industry due to the highly competitive competition. One of the ways to review the progress of the construction industry is to evaluate the performance of the contractors. Performance evaluation is a tool to measure the achievement of construction projects or contractors’ goals and in recent years, there has been a great deal of research on the performance evaluation that illustrates the importance of this issue.
In this research, with the aim of proposing a model for evaluating the performance of contractors, a comprehensive study has been carried out in recent years in the field of contractor performance evaluation, approaches, steps, and models. The most important criteria presented in contractor performance evaluation studies that are important for the client have been chosen and presented with their sub-criteria. Then, using web development with Python software and Jupiter notebook, a web-based model, which for the first time involves a multi-criteria online decision-making engine, is presented to evaluate the performance of contractors that are under the supervision of a client. The results of this research provide a new web-based system for evaluating the performance of contractors in which there is no constraint on the number of contractors and geographical constraints. In this system, an online Analytic hierarchy process method that is used to weight the criteria of time, cost, quality, safety, environment, and client satisfaction along with fifteen sub-criteria, outlines the contractors' final performance score. An example was also used to evaluate the performance of contractors using this Web-based Contractors’ Performance Evaluation System (WCPES). In addition to the many benefits of using web-based systems, the outputs of this system can also be used for various purposes such as bid assistant or to predict and improve the performance of contractors.
