There are several individuals and institutions from outside government that communicating with authorities to influence the adoption of laws and enforcement measures. Their goals, of course, are different; some for party interests, some for group interests, and some for the benefit of all people, are trying to influence on decisions of authorities. These individuals and institutions, through a series of planned actions known as "advocacy", try to convince decision makers of a given issue, to making a decision about issue. The concept and focus of advocacy, namely, influencing on decisions of authorities, have been emphasized in religion of Islam and is known as a public duty; To the extent that it is also in the constitution of the Islamic Republic of Iran. In addition, over the past 20 to 30 years, advocacy has been developed practically and theoretically in the world. Nevertheless, in Iran, although in practice in recent years, advocacy has been used by various institutions and think tanks, but so far this topic has not been addressed in form of academic research or research studies, and its vacancy is tangible in improvement of actions of institutions that do advocacy. In the present study, as first study on topic of advocacy in Iran, the model of influencing on decisions of authorities through advocacy is presented using grounded theory method; this model is based on native experiences and can be used to influence on decisions of authorities by the institutions that have such a mission. The proposed model, in terms of comprehensiveness and operationally, has not been used in foreign research and studies so far.
