The present study aimed to Design the model of participation of people using cyberspace in the implementation of governance from policy formulation to implementation and evaluation.
In terms of the objective of the research, this study is applicable and is one of qualitative research and the data collection is done through library sources with a special interview. the method of evaluating and analyzing the data is tgrounded theory and gathering first data through systematic search in library resources and first - order coding)open coding, axial and selective coding (and second - order data extraction through interviews with elites and coding results to obtain theoretical saturation. At the end the model was achieved using the paradigmatic model of Strauss and Corbin.
The research, by examining three areas of public participation, policy making, and electronic governance, has varied from other studies to provide a comprehensive and applied model for the implementation of public electronic participation in all aspects of governance from policy formulation to implementation and evaluation.
The model obtained in this research shows that the implementation of participation in the consideration of issues such as causal factors of the implementation of electronc public participation, environmental issues such as intervening conditions and context conditions, shapes strategies that can be used to strengthen stakeholders, empower the public, change the flow of power, strengthen government and people relations, strengthen governance, increase innovation and, ultimately, eliminate discrimination and create justice.
The model of Lincoln and Guba, and its four indicators, namely, Credibility and Dependability, Confirmability and Transformability for crediting, have been used in this research.
