پژوهش حاضر باهدف ((طراحي الگوي مشاركت مردم با استفاده از فضاي سايبر در اعمال حاكميت از تدوين سياست تا اجرا و ارزيابي)) به انجام رسيده است. اين پژوهش ازنظر هدف پژوهشي كاربردي و در زمره پژوهش‌هاي كيفي است و جمع‌آوري داده‌هاي موردنظر از طريق منابع كتابخانه‌اي به همراه مصاحبه نخبگاني صورت گرفته است. روش ارزيابي و آناليز داده‌ها روش رويش نظريه‌ها (گراندد تئوري) انتخاب شده و گردآوري داده ها نخست از طريق جستجوي نظامند در منابع كتابخانه اي و انجام مرتبه اول كدگذاري يعني كد گذاري باز، محوري و انتخابي و در مرتبه دوم استخراج دادهاي تكميلي از طريق مصاحبه با نخبگان و كدگذاري نتايج تا حصول اشباع نظري صورت گرفته است. در انتها الگوي مدنظر با استفاده از مدل پارادايمي استراوس و كوربين به دست آمد. پژوهش فوق با بررسي سه حوزه مشاركت عمومي، سياست‌گذاري و حكمراني الكترونيك توانسته متفاوت از ديگر پژوهش‌ها الگويي جامع و كاربردي را جهت پياده‌سازي مشاركت عمومي الكترونيك در تمام شئون حكمراني از تدوين سياست تا اجرا و ارزيابي ارائه دهد. الگوي بدست آمده در اين پژوهش نشان مي دهد پياده سازي مشاركت در صورت توجه به مقولاتي همچون عوامل علي گرايش به پياده سازي مشاركت عمومي الكترونيك، مقولات محيطي نظير شرايط مداخله گر و زمينه اي، راهبردهايي را شكل داده كه ازنتايج اجراي آنها مي توان به تقويت ذينفعان، توانمند سازي عموم، تغيير جريان قدرت، تقويت روابط دولت و مردم، تقويت حاكميت، افزايش نوآوري و در نهايت به رفع تبعيض و ايجاد عدالت منجر خواهد شد. مدل لينكولن و گوبا و چهار شاخص آن يعني باورپذيري و اطمينان‌پذيري، انتقال‌پذيري و تائيد پذيري جهت اعتباريابي در اين پژوهش مورد استفاده قرار گرفته است.

Designing a public participation model using cyberspace in governance from policy formulation to implementation and evaluation

The present study aimed to Design the model of participation of people using cyberspace in the implementation of governance from policy formulation to implementation and evaluation. In terms of the objective of the research, this study is applicable and is one of qualitative research and the data collection is done through library sources with a special interview. the method of evaluating and analyzing the data is tgrounded theory and gathering first data through systematic search in library resources and first - order coding)open coding, axial and selective coding (and second - order data extraction through interviews with elites and coding results to obtain theoretical saturation. At the end the model was achieved using the paradigmatic model of Strauss and Corbin. The research, by examining three areas of public participation, policy making, and electronic governance, has varied from other studies to provide a comprehensive and applied model for the implementation of public electronic participation in all aspects of governance from policy formulation to implementation and evaluation. The model obtained in this research shows that the implementation of participation in the consideration of issues such as causal factors of the implementation of electronc public participation, environmental issues such as intervening conditions and context conditions, shapes strategies that can be used to strengthen stakeholders, empower the public, change the flow of power, strengthen government and people relations, strengthen governance, increase innovation and, ultimately, eliminate discrimination and create justice. The model of Lincoln and Guba, and its four indicators, namely, Credibility and Dependability, Confirmability and Transformability for crediting, have been used in this research.
