Abstract:
Nowadays, the world faces a wide range of dynamic and complex issues. The term
"dynamic" means "change over time". Dynamic issues require proportionate, continuous, and
dynamic management proceedings. In the field of management and policy-making, dynamic
issues are issues with continuous and recursive quiddity. In these cases, the results of
management proceedings are monitored and evaluated, and based on that, proceedings are
done, which brings the new results, observations, and proceedings.
The purpose of this paper is to design a dynamic performance evaluation methodology using
a balanced scorecard model. The proposed methodology has been designed and implemented
using the Dynamic Balanced Scorecard model for Raja Rail Transport Company. In this
study, data from years 93 to 96 were used and after validation of the model, the company's
status was simulated until 1402. In the following, the sensitivity of the model to different
parameters is investigated. Based on the results, the policies of the ticket pricing and
employee satisfaction have the most effect on the income level and passenger satisfaction
level of the Raja Company, and it is necessary to managers of the company have special
attention to that.
