In history, what has been the cause of the growth of nations and the development of countries has been innovation. Innovation is recognized as the most important driving engine of progress at all times. Many scholars in recent decades and after the French industrial revolution have emphasized the importance of the role of innovation in the economic, cultural, social, and even political development of countries. In this research, efforts have been made to identify and prioritize "institutional factors" that are effective on regional innovation enhancement in nanotechnology clusters of the country, focusing on one of the new and important innovations in the field of regional innovation. In this study, by carefully studying available resources and reviewing the literature and history of previous studies, a complete list of institutional factors influencing innovation was identified and extracted. The list includes more than 130 institutional agents in three broad categories: " political and legal institutions", "economic and financial institutions" and "social and environmental institutions", which are reviewed by the experts in 18 subcategories of the category have become. Then, utilizing the European Regional Innovation Indicators (2017 RIS) and establishing the relationship between each of the eighteen institutional indicators and regional innovation indicators, the conceptual model of the research is extracted and the final questionnaire for prioritizing by fuzzy DEMATEL method and Fuzzy ANP was provided to experts in the field of nanotechnology and innovation in the country. Finally, identifying the institutional factors influencing regional innovation, the extent of the impact and the impact of each of these factors and their prioritization were identified. In this study, the indicator of "regional governance innovation" among the indicators related to regional innovation has had the greatest impact on innovative activities. Among the institutional factors of the eighteen, the institutional factor of "banks, other financing organizations and domestic and foreign markets "have the highest priority among institutional factors, after which the" financial, tax and incentive systems "and" institutional infrastructure development "ranked second and third ranks. The study also emphasizes the influential role of governments and institutional stakeholders in developing regional innovation in developing countries and dependent countries of the oil and gas economies.
