How to deal with citizens' concerns about the Erosion and quality decreasation of the old texture of cities and in some cases; Expansion of abandonment and insecurity in them, by using Revitalization, especially in public places in the heart of urban neighborhoods; promoting citizen participation and supervision; and a low cost and early return way, in Motahhari neighborhood (Sarcheshmeh) of Khorramabad city is considered as a place-based problem in this research. In this regard, urban Revitalization and Tactical Urbanism approaches have been the basis of action. Urban Revitalization is an approach that relies on three pillars; social participation, strategical planning and sustainable development and includes a variety of diverse and complementary actions in various areas, such as; social, economic, cultural, physical, & etc. to bring life back to Buildings, complexes and urban spaces. Alongside that, Tactical Urbanism involves participatory, short-term, small-scale, inexpensive, and sometimes temporary actions that can lead to long-term changes in place or at least influence the move toward improving it's existing status in the future. Public places in the Sarcheshmeh neighborhood in relatively old texture of Khorramabad city, that having enormous environmental gifts, have become insecure and degraded over time, so it is possible to go forward through Tactical Urbanism approach to handle their problems because of some issues such as; having small scale, having active local community, centrality and high trans-local footwork and so having the ability to play a leading role in other parts of the city.
This research in terms of aim is practical type, in terms of quiddity and method is descriptive-survey type, in terms of approach is posture-behavioral type, in terms of data collection solutions is including both library and field types, and in terms of data analysis solutions and nature of data processing is mixed type. The report is structured in five chapters, which it is first discussed in chapter1; generality and research Framework, then the theoretical and empirical foundations and framework of the study by reviewing the background and describing the theoretical factors of Urban Revitalization and Tactical Urbanism approaches and the concept of public place and examining domestic and foreign similar examples of Tactical Urbanism, are outlined in chapter two. In the next step, the research methods and procedures provided in the third chapter include; a detailed introduction of the research methodology and the research model of the study (strategy-tactic process) and description of the scope of study. In the fourth chapter; the first two stages of the process, i.e. understanding the audience and their outlook and identifying and analysis the current status of the Sarcheshmeh neighborhood of Khorramabad city, have been completed. And finally, in the fifth chapter, the two next stages of studie's process, i.e. planning and ideation and reviewing the mechanisms of plan preparation for performing and testing in that area, has been carried out.
This study seeks to identify the capabilities of the Tactical Urbanism approach to Revitalize public places, a process called Strategy-Tactic provided that combines two long-term strategic and immediate and short-term tactical perspectives, for reviewing and improving status of Sarcheshmeh neighborhood. This process tries to link these two perspectives, by activating, empowering, enhancing accountability of local community and drawing public attention to the shortcomings and opportunities available in the place, & etc. in the form of tactical actions to facilitate and providing the context for moving forward to sustainable Revitalization of public spaces and making balance between top-down and bottom-up processes and with people's understanding and empathy help to achieve bilateral or multilateral interests and finally achieve higher individual and collective satisfaction of life in the neighborhood and city.
