One of the problems in worn-out textures that has made the ahead plans for reconstruction and renovation impossible, is incompatibility of residents' demands and needs of these neighborhoods with the strategies provided by experts in this field. This study compares the existing theoretical foundations in this field and the demands and needs of the inhabitants of Ghol Hesar castle, one of the worn-out villages of Kahrizak in Tehran, and also seeks to plan and design according to the current situation of the neighborhood and in accordance with the residents' preferences in order to promote residential satisfaction. The present study was carried out in three general sections; In the first part, through a content analysis method (descriptive), by gathering information from the literature review of the subject, about the subject an introductory framework for worn-out textures has been drawn up in internal and external sources with the aim of finding effective components in the reconstruction and renovation of worn-out textures. Then, to confirm the extracted components and proposed structure through Delphi technique, a questionnaire was provided to experts and proficients in this field and the theoretical framework of the research was identified from the experts' point of view. In the second part, the Grounded Theory method is used for the approach, which is a kind of qualitative research method. In field studies, coding data and extracting concepts and categories were done by referring to people and in-depth semi-structured interviews with them and theoretical production andtheory were achieved. In the third section, after comparing the components of the subject that was extracted from the first section with the concepts and categories extracted from the second section, they were compared, described and analyzed. The results showed that residents in these areas point empowerment due to lack of ability and distrust of public sectors and the desperation from the public sector and the lack of confidence in the required areas have made them unable to have a fully positive and accessible view of public participation. Experts, however, have suggested a partnership strategy for reconstruction and renovation of worn-out textures regardless of prerequisites. Experts in the physical field pointed to issues such as: material, land use mix, building age, building quality, urban visibility, incompatible land uses that due to the many problems of the residents of these areas, these issues are not prioritized by the demands and needs of the residents. They are more concerned about the strength of their homes and the loss of their yards and personal spaces if they participate in construction and residence in apartment and they are dissatisfied with the lack of living space, lack of bedrooms, outdoor service spaces and lack of communal spaces and play spaces in public spaces.
