چكيده
رشد و گسترش كمّي و كيفي فعاليتها و اقدامات فرهنگي- اجتماعي در عرصههاي گوناگون كشور، به ويژه در دانشگاهها و حوزه آموزش عالي كشور، با توجه و نگاه ويژه به سياستهاي ابلاغي و اهداف مصوّب در سند چشمانداز و نيز سير سريع تحولات و تغييرات اجتماعي و فرهنگي، لزوم طراحي و اجراي مدلهاي ارزيابي و تحليل عملكرد نهادهاي فرهنگي- اجتماعي را عيان ميسازد. ضمن آنكه تغييرات عمده در ذائقه مخاطب و تحول در دستگاههاي مجري و به تبع آن افزايش تصاعدي ميزان اعتبارات و بودجههاي فرهنگي- اجتماعي (اعم از جاري و حمايتي در لوايح بودجه سالانه دولت) و رشد بدنه اجرايي سازمانهاي فرهنگي- اجتماعي (در بعد ملّي و محلي)، اهميت موضوع كنترل و نظارت بر اقدامات فرهنگي- اجتماعي را دوچندان ميسازد. در اين پاياننامه تلاش شده است ضمن مرور فرآيند هاي فرهنگي- اجتماعي دانشگاهها و عارضه يابي نحوه گردش عمليات، بررسي مفهوم اقدام فرهنگي- اجتماعي، تحليل شاخصهاي ممكن و مطلوب و نيز شاخصهاي كليدي و زيرمعيارهاي فرهنگي- اجتماعي در دانشگاهها به انجام برسد. سپس وزندهي شاخصها براساس اولويتهاي دائمي و ساليانه به روش تحليل شبكهاي اجرا شده و پورتال مرتبط با اين هدف، معماري و خروجي پورتال تحت عنوان "كارنامه فرهنگي- اجتماعي" دانشگاهها جهت بهرهبرداري و دسترسي مديران ارشد فرهنگيِ مرتبط با حوزه آموزش عالي، طراحي و معرفي گردد. در بخش مربوط به كارت امتيازي متوازن، براي سنجش قابليت اطمينان، از روش آلفاي كرونباخ و در بخشهاي تحليل سلسله مراتبي و شبكهاي، از روش نرخ سازگاري ساعتي استفاده شده است. محوريترين رويكرد در طراحي اين سيستم ارزيابي، ايجاد امكان ارزشيابي و رتبهبندي مبتني بر عملكرد كمّي در حوزه فرهنگ براساس بودجه و حجم تسهيلات تخصيصيافته به دانشگاهها ميباشد. در يك جمعبندي كلي، نتيجه مشخص اين پاياننامه طراحي و پيادهسازي يك پورتال جامع فرهنگي در وزارت علوم، تحقيقات و فناوري و نهادهاي فرهنگي مستقر در دانشگاههاي دولتي مشتمل بر شاخصهاي كليدي عملكرد وزندهيشده، و ماژولهايي جهت گزارشگيري و رهگيري وضعيت عملكرد فرهنگي- اجتماعي دانشگاهها، با امكان رتبهبندي منطقهاي و ملّي ميباشد.

Development and extension in quality and quantity of cultural and social actions and activities in variety of aspects in the country, especially in universities and higher education area, considering the communicative policies and approved goals in the script of future perspective and also fast flowing social and cultural changes, reveals the need of design and implementation of Sociocultural institutions operation assessment and analysis models. Moreover major changes in tastes of the audience and evolution in executive organs and consequently progressive increase in amount of sociocultural credits and budgets (whether current or supportive in government annual budget bills) development in executive framework of sociocultural organizations (in national and local dimensions), makes the subject matter of controlling and monitoring sociocultural actions more important. In this thesis it is tried to review sociocultural processes and diagnose the operation flow meanwhile investigating the concept of sociocultural actions, analysis of possible and desirable indicators and also key indicators and sociocultural criteria’s in universities. Next weighting indicators based on permanent and annual priorities with analytic network method, and the portal related to this goal is architected and its output named “Sociocultural Workbook” of universities is designed and introduced to use and access for cultural senior managers related to higher education area. In the balanced score card section, for measuring reliability, Cronbach's Alpha Method and in hierarchy and network analysis process, Saaty adaptation rate method is used. The most significant approach in designing this assessment system, is the creation of the possibility to evaluate and rank based on quantitative performance in cultural area based on facilities volume and budget assigned to universities. To sum up the specified result of this thesis is to design and implement a comprehensive cultural portal in ministry of science research and technology and cultural institutions deployed in public universities which contain weighting key performance indicators and modules for reporting and intercepting sociocultural performance status of universities with possibility of regional and national ranking.
