Managers and owners of organizations, in many cases, especially at critical times in the life of the organization, need or want to know how to design a structure capable of maintaining and restoring operations after disruption as well as being on the path to excellence. Therefore, the purpose of this study is to identify and identify key and effective factors in reforming the structure and system of university based on institutionalization approach by reviewing and reviewing some studies and researches with the help of focus group method.
