توجه به حفظ ارزش ها و سنت هاي ملموس و ناملموس مردمان هر سرزمين، در جوار نگاه به فرآيند توسعه و پيشرفت آن همواره يكي از چالش ها و دغدغه هاي مهم برنامه ريزان و سياست گذاران عرصه فرهنگ بوده است. در تقابل و تعامل ميان اين دو پديده، حفظ بناها و يادمان هاي تاريخي از اهميت بالايي برخوردار است. محوطه ميراثي شيلات بندر كياشهر كه اخيرا در فهرست آثار ملي ايران به ثبت رسيده است، يكي از مراكز اصلي صيد، استحصال، فرآوري و فروش آبزيان به ويژه خاويار بوده است. علي رغم متروكه شدن مجموعه، موقعيت احداث آن و همچنين وجود تاسيسات پيشرفته صنعت شيلات به همراه سازه هاي مستحكم و واجد ارزش معماري كه تلفيقي از معماري روسي- ايراني مي باشد، اين مجموعه را از لحاظ فرهنگي، تاريخي و شيوه معماري در منطقه متمايز نموده است. اعطاي كاربري متناسب مي تواند جهت حفظ هويت مجموعه موثر باشد. اين پژوهش بر آن است تا با ارائه يك طرح كاربري متناسب، از ابعاد كالبدي، كاركردي و تاريخي مجموعه محافظت نموده و با در نظر گرفتن نيازها و كمبودهاي موجود در منطقه و توجه به پتانسيل هاي بالاي طبيعي آن، در جوار نگاه به ارزش هاي معماري و تاريخي مجموعه شيلات، راهكارها و طرح هايي براي احياء اين مجموعه و توسعه منطقه فراهم نمايداستفاده از پتانسيل هاي طبيعي و تقويت زمينه هاي موجود در اين ناحيه به منظور كمك به توسعه گردشگري پايدار در اين منطقه، از اهداف اصلي رساله پيش رو مي باشد. روش تحقيق در اين پژوهش، در حوزه ادبيات نظري و پيشينه توصيفي - تحليلي و در حوزه مطالعات ميداني روش تحليلي-پيمايشي با ابزار گرداوري داده از طريق مشاهدات محلي و ميداني، تهيه عكس و. . . مي باشد. نتايج پژوهش حاضر، دستيابي به روندي مناسب در حفاظت و احياي اين مجموعه ميراثي با تاكيد بر هويت تاريخي و فرهنگي سايت و كمك به توسعه گردشگري پايدار در منطقه مي باشد. در اين راستا پس از مطالعه منابع مبتني بر تجربيات پيشين و بررسي پتانسيل ها و امكانات موجود در منطقه، در جهت اجراي اين هدف مي بايست به مسائلي چون، تلاش جهت شناخت، معرفي و تقويت نشانه هاي شاخص هويتي در مجموعه در راستاي حفاظت از آن، تلاش جهت حفظ و احياي فرهنگ ماهيگيري و شيلات به عنوان يك خاطره جمعي و بخشي از هويت مردم شهر، توجه به نيازهاي ساكنين منطقه، برنامه ريزي جهت احياي تعامل عملكردي، اقتصادي و فرهنگي مجموعه با مجموعه شهري بندر كياشهر، ايجاد بسترهاي جلب و جذب مشاركت هاي اجتماعي در راستاي حفاظت از فرهنگ شيلاتي، حفاظت از مجموعه با اعطاي كاربري متناسب جهت توانمندسازي بافت مجموعه براي پاسخگويي به بخشي از نيازهاي امروز و تقويت پتانسل هاي گردشگري منطقه و . . . توجه نمود.

Restoration and Regeneration of Kiashahr Fisheries complex (Revitalization of the building to help sustainable tourism development)

Paying attention to preserving the tangible and intangible values and traditions of the peoples of every land, in the light of its development and progress, has always been one of the major challenges and concerns of cultural planners and policymakers. In preserving the interaction between these two phenomena, the preservation of monuments and monuments is of paramount importance. The heritage site of the Kiashahr Fisheries Port, recently listed in the National Heritage List of Iran, has been one of the major centers for catching, harvesting, processing and selling fish, especially caviar. Despite the abandoned complex, its location as well as the sophisticated facilities of the fisheries industry, along with strong architectural structures that combine Russian-Iranian architecture, the complex distinguishes it culturally, historically, and architecturally in the region. Is Appropriate user granting can be effective in preserving the identity of the collection. This research aims to preserve the physical, functional and historical dimensions of the complex by presenting a suitable user plan, taking into account the needs and shortcomings of the area and considering its high natural potentials, in the light of architectural values. The historical goals of the fisheries complex, strategies and plans to revitalize the complex and develop the area provide the natural potentials and enhancement of existing areas in the area to help promote sustainable tourism in the area. The results of the present study are aimed at achieving an appropriate process for the conservation and revitalization of this heritage complex by emphasizing the historical and cultural identity of the site and contributing to the development of sustainable tourism in the region. In this regard, after studying the sources based on past experiences and examining the potentials and possibilities in the region, in order to accomplish this goal, the following issues should be identified: attempting to identify, introduce and reinforce the identity indicators in the collection in order to protect it. , Trying to preserve and revitalize fisheries and fisheries culture as a collective memory and part of the city's identity, address the needs of local residents, plan to revitalize the functional, economic and cultural interaction of the complex with the urban complex of Kiashahr, create attraction and attraction platforms.
