تحليل روابط كنشگران اصلي اكوسيستم نوآوري با استفاده از رويكرد عدالت ساختاري مبتني بر نظريه شبكه روابط حقي

عملكرد نادرست نهادهاي عرصه نظام نوآوري و عدم تعامل صحيح آنها در شكل دهي ساز و كارهاي فرآيند نوآوري، منجر به كاهش نوآوري و يادگيري بين اجزاي مختلف اين نظام و باعث بوجود آمدن اختلال در كاركرد هاي آن خواهد شد. در اين راستا، برقراري عدالت ساختاري، تقويت همكاري و رعايت حقوق بين شخصيتهاي مختلف نظام نوآوري يكي از سياست هايي است كه بايد در نظر گرفته شود. لذا در پژوهش پيش رو به شناسايي حقوق كنشگران اصلي حاضر در نظام نوآوري و تحليل روابط بين آنها با استفاده از نظريه شبكه روابط حقي كه براي نخستين بار مطرح مي گردد، پرداخته شده است تا بتوان از آن طريق عدالت را در ساختار نظام نوآوري برقرار ساخت. به منظور دستيابي به اهداف مورد نظر با استفاده از نظرات خبرگان حوزه فناوري و حقوق و همچنين روش تحليل مضمون به شناسايي حقوق اين شخصيت ها پرداخته شد و مجموعا 17 شرط حقي مشخص و بر اساس نظريه مطروحه در پژوهش، شبكه روابط حقي تشكيل گرديد. سپس با استفاده از تكنيك ديمتل فازي به تحليل اين شروط پرداخته و روابط مابين كنشگران مورد بررسي قرار گرفت. در پايان مدلي براي اكو سيستم نوآوري ايران بر اساس نظريه ارائه شد و راهكارهايي براي رفع چالش هاي اين نظام پيشنهاد گرديد.

Analysis of the Relationship between the main actors of the Innovation EcoSystem using the Structural Justice Approach based on the Rights Network Theory

Inaccurate performance of the institutions in innovation systems and their inadequate interaction in shaping the mechanisms of the innovation process will lead to a decrease in innovation and learning between various components of this system and will cause disruptions in its functions. In this regard, establishment of structural justice, strengthening of cooperation and respect for rights between the different personalities of the innovation system, are policies to be considered. As a result, the present study aims to identify the rights of the main actors in the innovation system and analyze the relationships between them using the theory of the legal rights network, which is discussed for the first time, in order to establish justice throughout the structure of the innovation system. In order to achieve these goals, using the opinions of experts in the field of technology and law, as well as the thematic analysis method, rights of these individuals were identified and a total of 17 legal conditions were specified and formed based on the theory proposed in the research. These conditions were then analyzed using Fuzzy-Dematel technique and the relationships between the actors were investigated. At the end a model for the Iranian innovation system based on this theory was presented and solutions were proposed to meet the challenges of this system.
