Current research with the title of “Pragmatics of the concept and explanation of the indicators of the smart region approach and its role in the regional development of Tehran and Alborz provinces” has carried out by Sina Rahsaz, master student of regional planning, and the help of Seyed Majid Mofidi Shemirani as the supervisor and Samane Jalili Sadrabad as the adviser, at the Iran University of Science and Technology.
Mankind has always been assuming the smartening of the things and the surrounding area in the mind in order to live more conveniently. While, the dawn of new technologies and significant progress of information and technology science in the 21st century, has dramatically transformed the human lifestyle. These changes have caused different and new issues in the cities and metropolitan areas especially. The issues of which would not be planned properly could lead to irreparable damages. The information and technology science and the Internet of things, as the main axis of the modern world, are the main components and identity of a smart city. But, it should be considered that the concept of “smart” in addition to urban scale, should evolve into a regional scale to evaluate the connections and functions amongst cities and megacities. Since demographic problems, economic recession, environmental pollution, and other issues have caused a regional crisis in Tehran and Alborz provinces. Therefore, in this research, the smart region approach is considered as a solution for large-scale problems and also move towards regional development. The method of this research with respect to the goal is descriptive and prescriptive and its approach is applied. At first, defining the concept, determine a framework, and explaining the indicators of the smart regionalism approach are the important steps that are taken. Whereas, proving the effect of smart region indicators on regional development is the ultimate goal and ideal goal of this research. Therefore, to achieve this, firstly the Tehran-Alborz metropolitan area was selected as the functional area (case study) from Tehran and Alborz provinces. In the following, several methods including library and field studies as well as a questionnaire and the Delphi method have been used to explain the indicators of the smart region and regional development. To determine the level of smartness and development of the functional area of this research and to analyze the relationship between these two approaches linear regression method was used.
Therefore, according to the mentioned approach, this research will be interpreted in 5 chapters and its objectives. In the first chapter, the generalities of the research would be determined. Including the problem statement and the literature review in different scales of smartness, objectives, methodology and the tools have been used. In the second chapter, the smart region approach will be introduced in detail. Moreover, the related words to the field of smart, its dimensions and characteristics will be defined, and the indicators of the smart region will be extracted from the relevant resources. In the third chapter, data analysis and collection methods will be examined. So that the method of scoring indicators and urban district ranking is clarified. In the fourth chapter, a brief status quo of Tehran and Alborz provinces and the metropolitan area of Tehran-Alborz would be mentioned. In the following, the analyses have been performed to examine the level of the smartening of the region and the relationship between the indicators of the smart region and the regional development will be fully investigated. Finally, in the fifth chapter, all the research questions will be answered respectively. Furthermore, a guideline/instruction will be prepared in order to plan the Tehran-Alborz smart region.
As the results of this research, at the first step, the dimensions, criteria, indicators, and measures of the smart region were defined and their values were determined. The smartness level of the Tehran-Alborz metropolitan area was determined separately for each municipal district and compared with each other. After calculating the scores of smart region’s indicators and regional development’s scores, the effect of smart region indicators on regional development was determined. Based on multivariable linear regression analysis, a direct relationship was obtained between these two categories of indicators, and its equation was written. Finally, according to the obtained scores of smart region’s indicators in the Tehran-Alborz metropolitan area, a guideline was compiled as the pragmatics of the smart region.
