ارزيابي و اولويت بندي شاخص‌هاي موثر بر كنترل هزينه‌هاي چرخه عمر در پروژه‌هاي عمراني بر اساس ديدگاه توسعه پايدار

در اين تحقيق يك چهارچوب كلي و جامع با ديدگاه فرآيندي و سيستماتيك براي مديريت و كنترل هزينه در پروژه‌هاي ساخت ارائه شده است. در اين چهارچوب به تشريح فرايندها ابزار و تكنيك هاي ضروري و مناسب براي مديريت و كنترل هزينه در پروژه‌هاي ساختماني پرداخته گرديده است. اين ابزارها و تكنيك‌ها به گونه‌اي ارائه شده است كه اعضاي يك تيم پروژه بتوانند بلافاصله آنها را براي اجرا نظارت و كنترل بهتر پروژه‌هاي خود بكار گيرند. در اين تحقيق به ارزيابي و اولويت بندي شاخص‌هاي موثر بر كنترل هزينه‌هاي چرخه عمر پروژه‌هاي عمراني بر اساس ديدگاه توسعه پايدار با استفاده از روش تحليل سلسله مراتبي (AHP) پرداخته شده است. بر اساس نتايج امتياز نهايي معيارهاي اصلي مديريت هزينه چرخه عمر مشاهده شده است كه مهم‌ترين معيار در شامل معيار"بودجه بندي صحيح چرخه عمر" بوده است. همچنين معيار "كنترل هزينه چرخه عمر" نيز به عنوان شاخص موثري مطرح شده است. كمترين ميزان اهميت براي معيار "برآورد هزينه‌هاي چرخه عمر" به دست آمده است. همچنين، بر اساس نتايج امتياز نهايي مقايسه پارامترهاي موثر بر مديريت هزينه بر اساس معيار برنامه ريزي منابع چرخه عمر مشاهده شده است كه مهم‌ترين گزينه در اين خصوص "تعيين ساختار شكست منابع" با امتياز 0.387 بوده است. همچنين دومين عامل موثر شامل "تعيين بازده منابع زمان محور" بوده است. در نهايت كمترين امتياز براي "تعيين ميزان دسترسي به منبع" با امتياز 0.154 حاصل شده است. در نهايت، بر اساس نتايج امتياز نهايي مقايسه معيارهاي موثر بر مديريت هزينه چرخه عمر بر اساس كليه معيارهاي مورد بررسي مشاهده شده است كه مهم‌ترين و تاثيرگذارترين گزينه اندازه گيري عملكرد مالي پروژه با امتياز 0.12 بوده است. همچنين گزينه دوم موثر به صورت مشترك شامل تامين ورودي مالي و پايش عملكرد هزينه با امتياز 0.11 بوده است. در نهايت كمترين امتياز براي كنترل اطلاعات فني با امتياز 0.03 ثبت شده است.

Evaluate and prioritize of effective indicators on controlling life cycle costs in construction projects Based on the sustainable development perspective

This study presents a comprehensive and process-based systematic approach to cost management and control in construction projects. The framework describes the processes and tools necessary and appropriate for cost management and control of construction projects. These tools and techniques are provided so that project team members can immediately apply them to better monitor and control their projects. In this study, we evaluate and prioritize effective indicators on cost-effectiveness of life cycle development projects based on Sustainable Development Approach (AHP). Based on the final score of the main life cycle cost management criteria, the most important criterion was the "Life Cycle Budgeting" criterion. Also the criterion of "life cycle cost control" has been proposed as an effective indicator. The least importance is given to the criterion of "estimating life cycle costs". Also, based on the results of the final score comparison of parameters affecting cost management based on life cycle resource planning criterion, the most important option in this regard was "determination of resource failure structure" with score of 0.387. The second most effective factor involved "determining time-based resource efficiency". Finally, the lowest score for "determining access to the resource" was obtained with a score of 0.154. Finally, based on the results of the final comparison of the benchmarks affecting life cycle cost management based on all the criteria considered, the most important and effective option was "Project financial performance measurement" with a score of 0.12. The second most effective alternative jointly included "Financial Income Supply" and "Cost Performance Monitoring" with a score of 0.11. Finally, the lowest score for "Technical Information Control" is recorded at 0.03.
