In today's world, conversion industries such as petrochemicals and its expansion in order to make optimal use of underground resources and avoid selling raw materials are among the strategic goals of countries and the proper implementation of construction projects in the shortest time, lowest cost and standard quality. It is considered as an indicator that for various reasons during the implementation of projects, deviates and maintains a competitive position, challenges the growth of indicators and economic justifications. Therefore, in this study, the researcher intends to study the issues of delays and cost increases in the design and engineering process as one of the components of EPC projects, and to identify the influential factors in this area.
In the present study, during library studies, field research and interviews with 17 experts, 40 factors affecting the engineering process on the time and cost of projects, identified and distributed by questionnaire and received 108 answers from the statistical community, including field managers. Petroleum and petrochemical industries were studied. After statistical analysis and desirability tests, the most effective factors were selected and prioritized in 6 cases affecting time, 4 cases affecting cost and 11 cases affecting cost and time, and finally by presenting executive suggestions for optimal The construction of this process was based on the results
