Type evaluation process is defined as testing of a device, a meter for example, to determine its conformity with reference standards. The accuracy and correctness of the function of the meters has a vital importance, and their inaccuracy, no matter how small, may lead to considerable losses. Therefore, it is important to test and evaluate meters. Implementing the process of type evaluation of meters, naturally, requires a reference national laboratory to be established. Lack of such a laboratory in the country has increased the necessity of the studies leading to establish this laboratory. the intention of the current study is to introduce the necessities of the establishment of the laboratory and different requirements needed to be considered to create a type approval laboratory and also to facilitate its establishment in the country. In the current study the laboratory requirements in various realms such as technical, structural and etc. has been extracted from standard resources in the scope of type evaluation and metrology. Furthermore, an estimation of the equipment and facilities required by the laboratory and approximate financial expenses needed to provide such equipment and facilities, has been presented in the study. In this regard the establishing the laboratory, in case it only tests water meters, costs totally almost $867,342. Economic feasibility of the laboratory has been also checked. Accordingly, as the annual incomes of the laboratory has been estimated to be equal to $383,000, the financial turnover ratio of the laboratory is 0.44. If the laboratory intends to test and type evaluate other liquid meters in addition to water meters, then the total cost needed to establish the laboratory and its annual incomes would be $1,184,883 and $446,000 respectively. In this case the financial turnover ratio of the laboratory would be equal to 0.376. As a result, it can be concluded that in addition to the necessity of the establishment of the type evaluation laboratory due to the requirements of the country, building such a laboratory is financially feasible.
