Transportation of hazardous materials definitely involves accidents and incidents that cause casualties, financial losses, and environmental pollution. These accidents can include fires, explosions, or the release of toxic pollutants. Planning for transportation routes, taking into account the type of use and environmental conditions of the transit areas, is an important part of safety management in the transportation of hazardous materials. Risk assessment is a study of the probability of accidents and estimating their severity and effects. In this research, the risk management of dangerous materials has been investigated separately in different nature states and also the consequences of the occurrence of each nature state leading to risk using a multi-attribute hierarchical approach under conditions of uncertainty. Then, using the analysis of the pay-off matrix to the states of nature and the losses caused by the implementation of the program in different states of nature (solution), which is calculated in this research. To solve this proposed model, a bi-objective Genetic algorithm is combined with several operators and innovative algorithms. Finally, to evaluate the efficiency and effectiveness of the proposed algorithm, 56 Solomon problems are solved and compared with several other meta-heuristic methods.
