The matter of developing city centres is one of the most controversial issues in urban planning and organizing these areas should be a priority due to their great impact on various physical, economic, social and environmental aspects of the city. Abbasabad area is one of these areas in the heart of Tehran, which has been the topic of interest among planners during the history of planning in Iran and several detailed and comprehensive plans have been prepared for this area. Considering notable land uses in the area such as the Ministry of Roads and Urban Development, the central building of Railways, Imam Khomeini Mosque, Taleghani Park and Tehran Book Garden, evaluation the accessibility and public transportation network is an important issue. The notable challenge in this area is the existence of significant administrative and recreational land uses that attracts a large population to this area on a daily basis and requires an integrated and high-capacity public transport network.
One of the recommended approaches in urban development in this matter is the transit-oriented development (TOD). The main goal of this study is to evaluate land uses in Abbasabad and organizing this area considering TOD principles. In this regard, objectives are finding a method for measuring TOD, evaluating the accessibility to land uses in the area and finding out the weaknesses in Abbasabad area regarding TOD principles.
According to objectives, this study is applied science which uses quantitative methods to evaluate the matter. In this regard, indicators have been calculated and compared in three regions located in Abbasabad. The research methods of this study are documentary, library studies, local survey/observation. In order to analysis the collected data, the Analytic Hierarchy Process (AHP) using Expert choice software has been used. Finally, according to the Oregon visioning process, in order to improve the situation based on TOD principles, practical measures and suggestions have been addressed.
Considering the general indicators extracted from theoretical studies and specific indicators which have been chosen based on the topic and case study, four criteria including design, density, diversity and accessibility have been studied in the three mentioned areas (3,6 and 7 regions) in Abbasabad. The results have been studied in two scales of total area of Abbasabad and three mentioned regions. At the former scale, the results show that the major weakness is the level of accessibility to the public transport and the diversity of modes of public transport; so only 20% of the area has access to the metro and 15% to the BRT. In addition, an integrated network for pedestrians and bicycles is required in the area. At the later scale, the results show that the administrative area located in region 6, including the Ministry of Roads and Urban Development, the central building of Railways, and the central building of Tehran Provincial Government, do not have any access to either mode of public transportation. In region 7, the main weakness is the lack of green public spaces, and according to region 3, this area faces many challenges due to its large area compared to two other regions
