در دوران فعلي، محدوده فعاليت‌ سازمان‌ها جهت برآوردن نيازهاي مشتريان در سراسر جهان گسترش‌يافته است، لذا مديريت عمليات، اطلاعات و تصميم‌گيري امري بسيار پيچيده و سخت مي‌باشد؛ به‌علاوه چالش‌هاي ديگري نيز مانند برآوردن نيازهاي مشتريان، مديريت، هماهنگي عملياتي و تصميم‌گيري وجود دارد كه در سايه راه‌اندازي سيستم‌هاي نوين، يكپارچه و مبتني بر دانش در يك محيط مشاركتي قابل تحقق مي‌باشد. تجارت مشاركتي به‌عنوان يكي از پديده‌هاي بزرگ قرن 21، گونه‌اي از كسب‌وكار است كه بر پايه فناوري اطلاعات و با هدف ايجاد ارتباطات و تعاملات يكپارچه بين تأمين‌كنندگان، توليدكنندگان، توزيع‌كنندگان و مشتريان صورت مي‌گيرد. در حقيقت جهت ايجاد رقابت و رشد اقتصادي، نيازمند يك شبكه مشترك از شركاي تجاري بوده كه زمينه كاهش هزينه‌ها و زمان‌ چرخه فرآيند كسب‌وكار و همچنين تسهيل گردش كار را فراهم مي‌كند. با توجه به نقش و جايگاه مناطق ويژه اقتصادي در توسعه اقتصادي كشور، درآمد افراد، اشتغال، تثبيت و ايجاد زيرساخت‌هاي ارتباطي و امكانات و خدمات زندگي و... در اين پژوهش، فرودگاه بين‌المللي و منطقه ويژه اقتصادي پيام كه يكي از مناطق ويژه‌ي اقتصادي كشور بوده، مورد بحث و بررسي قرار خواهد گرفت. در طرح جامع پيام، اين منطقه به‌عنوان كانوني جهت گسترش همكاري‌ و تعاملات منطقه‌اي و بين‌المللي در قلب كشور، منطقه‌اي منحصربه‌فرد در زمينه ايجاد زيرساخت‌هاي فناوري اطلاعات و ارتباطات، قطب صادرات و پردازش كالا و قطب جذب سرمايه‌گذاران داخلي و خارجي در منطقه البرز و ... مطرح شده است. ازاين‌رو در اين پژوهش به بررسي و ارائه يك مدل كلي براي ايجاد سكوي تجارت مشاركتي در اين منطقه پرداخته شده است؛ در اين راستا ابتدا عملكردها و فعاليت‌هاي قابل‌اجرا كه تجارت مشاركتي بر مبناي آن‌ها شكل مي‌گيرد شناسايي مي‌گردد؛ درگام دوم به شناسايي ذينفعان امر و نقش هر يك در عملكرد منطقه پرداخته تا بتوان در مرحله نهايي از طريق طراحي روابط ميان آن‌ها مدل ارتباطي پيش‌نياز براي شكل‌گيري پلتفرم را ارائه كرد؛ در گام سوم عوامل مرتبط با تئوري‌هاي توجيه‌كننده ارتباطات ميان سازماني مورد بحث و بررسي قرار گرفته و مشخص مي‌گردند و درنهايت الگوي اوليه مشاركتي ميان ذينفعان جهت توسعه سكوي تجارت مشاركتي در راستاي اهداف، مأموريت‌‌ها و رسالت‌هاي اين منطقه طراحي مي‌گردد. واژه‌هاي كليدي: تجارت مشاركتي، سكوي تجارت مشاركتي، شبكه‌هاي ارتباطات بين سازماني، منطقه ويژه اقتصادي

As one of the great phenomena of the 21st century, participatory business is a type of business that is based on information technology and aims to create integrated connections and interactions between suppliers, manufacturers, distributors and customers. In fact, in order to create competition and economic growth, it needs a common network of business partners that reduces costs and time of the business process cycle, as well as facilitates workflow. Considering the role and position of special economic zones in the economic development of the country, income of people, employment, stabilization and creation of communication infrastructures and facilities and life services, etc. In this study, Payam International Airport and Special Economic Zone, which is one of the special economic zones It is a country, it will be discussed. In the comprehensive plan of Payam, this region as a focal point for expanding regional and international cooperation and interactions in the heart of the country, unique regions in the field of information and communication technology infrastructure, export and processing center of goods and attracting domestic and foreign investors in Alborz region and .. Has been raised. Therefore, in this research, a general model for creating a participatory trade platform in this region has been studied and presented; In this regard, first, the executable functions and activities on which the partnership business is formed are identified; The second step is to identify the stakeholders and the role of each in the performance of the region so that in the final stage, by designing the relationships between them, the communication model required for the formation of the platform can be presented; In the third step, the factors related to the theories that justify inter-organizational relations are discussed and identified, and finally, the initial model of partnership between stakeholders to develop a platform for participatory business in line with the goals, missions and missions of the region is designed.
